Opening a Car Upholstery Shop: The Three Most Misunderstood Conditions
Car upholstery is one of the branches in the motor trade whose file looks lightest. From outside, a sewing machine, a bench and a pair of skilled hands appear to be all it takes, and the paperwork is assumed to be just as plain.
In fact three conditions here are regularly misunderstood, and all three surface only after the file has been opened. Below we take them one by one and show where each actually sits.
First misreading: car upholstery always counts as a sanitary establishment
This is the most widespread assumption: that an upholstery workshop is treated like a tailor’s shop, so an easy licence follows within the sanitary establishment framework.
The reality is this: what sets the class is not the sign above the door but the operation carried out inside. A workshop that only sews covers and fits them is not looked at through the same lens as one cutting foam, using adhesives and working painted surfaces.

Which operation sets the class
The line is drawn by whether any operation releases volatile substances and dust. Spray adhesive, solvent-based cleaners and the dust raised when foam is cut all change what is expected of the premises.
A practical test: if a chemical container is opened anywhere in the workshop, do not build your file on the assumption of a sanitary establishment. Write out your description of activity and have the class confirmed in writing by the district municipality.
Second misreading: no mastership certificate is sought in upholstery
The second assumption is that because the work rests on manual skill no certificate is looked for, and that years spent in a workshop count as sufficient.
Yet long service does not translate into a credential a file can point to. Here the mastership certificate and the vocational qualification certificate (MYK) move along two distinct lines, and which one is asked of you shifts with your description of activity and with local practice. Have the position confirmed in writing by the district municipality and the vocational training side before you open the file.

Third misreading: this workshop produces no hazardous waste
The third assumption causes the most trouble: what leaves the workshop is taken to be fabric offcuts and foam, so the waste side is thought not to arise.
In fact fabric offcuts are ordinary waste, but an emptied adhesive tin, a cloth soaked in solvent and packaging with chemical residue do not belong in the same bin. They are expected to be collected apart, with a document taken on handover. How far the declaration duty extends to you is a question for the provincial directorate of environment and urbanisation, put in writing.
The three misreadings side by side
| What is believed | What actually happens | What to do |
|---|---|---|
| Upholstery is always a sanitary establishment | The operation in the workshop sets the class | Get confirmation from the district with your description of activity |
| No mastership certificate is sought | The certificate line follows the activity | Ask the district and the training side |
| No hazardous waste arises | Waste with chemical residue is assessed apart | Confirm the scope with the environment directorate |
| One sewing machine is enough | Cutting, bonding and fitting each need their own space | Set the floor plan before any refurbishment |
The fourth row was added later, because it is the next assumption seen most often. A workshop built around a single bench jams as soon as the volume of work arrives.
What is really examined on the premises side
The headings to check before signing a lease fall into a slightly different order here than in neighbouring branches.
- Does the building hold an occupancy permit, and is it suitable for commercial use
- Does the zoning status of the address allow this activity
- If the building is residential in character, can the consent of the flat owners be obtained
- Is there an entrance and a manoeuvring area through which a vehicle can reach the workshop
- Can ventilation be installed in the section where adhesive is used
The fourth and fifth items belong to this branch alone. If the work is done inside the vehicle, the vehicle has to get in; if adhesive is used, the air in that section has to move.

The papers typically requested
- The application form and declaration
- The lease or the title deed
- The occupancy permit
- The tax certificate and the chamber registration document
- A mastership certificate or a vocational qualification certificate, according to the activity
- A fire brigade report, according to the activity and the class
- Records and transfer documents on the waste side
This is not a closed list but a frame for getting ready. Districts can ask for further papers under their own practice; have whatever is requested confirmed in writing.
Fire and storage
Much of the material held in an upholstery workshop catches light easily. Where foam, fabric, padding and adhesive stand together, storage turns into a safety matter.
Adhesive and solvent are therefore expected to be kept in a separate, ventilated section away from heat. Whether a fire brigade report is requested depends on your activity and your class; ask the district municipality and the fire service.
Working inside the vehicle against working at the bench
An upholsterer has two ways of working, and the two divide the need for space sharply.
Taking the part in already removed and working it on the bench suits a small workshop. Bringing the vehicle in and doing the seats and headlining in place calls for a space the length of a car and an entrance high enough to admit it. If you choose the second model, set your search for premises by that measure.
What is actually settled about fees
The licence charge, the signboard tax and comparable items sit in your municipality’s own price schedule, and that schedule is renewed annually. Do not write the figures you find online into your budget.
The right move is to ask the revenue directorate of your district municipality for the current schedule before opening the file. Your budget then rests on a document rather than a guess.
Three questions to ask before opening the file
All the time lost in this branch comes from three questions being asked too late.
The first is class: with my description of activity, which class will this workshop be assessed in. The second is the certificate: mastership, or vocational qualification. The third is waste: which duties do the chemicals I use place on me. Put all three in writing.

In Short
- The class of an upholstery shop is set by the operation inside, not by the sign outside
- Using spray adhesive and solvent changes what is expected of the premises
- If a chemical container is opened in the workshop, do not proceed on a sanitary assumption
- The mastership certificate and the vocational qualification certificate move along two distinct lines
- Time served in the trade is not itself a documented entitlement
- Fabric offcuts are ordinary waste; packaging with chemical residue is not
- Confirm the scope of the waste declaration with the provincial environment directorate
- Adhesive and solvent are kept in a separate, ventilated section
- Working inside the vehicle needs a space the length of a car and a high enough entrance
- The papers requested are not a closed list; confirm any addition in writing
- Charges and fees follow the municipal schedule and are renewed annually
Quick Glossary
Sanitary establishment: the class of workplace accepted as carrying no serious effect on the health of its surroundings. Non-sanitary establishment: where the work itself is taken to reach beyond the premises, the business falls into this type and is reviewed by the class assigned to it, second or third. Vocational qualification certificate (MYK): the document awarded within the vocational qualification framework, in which competence in a trade is certified by examination. Solvent: the volatile dissolving substance found in adhesives and cleaners.

Typically the lease, the occupancy permit, the tax certificate, chamber registration and the workplace opening and operating licence; further papers can arise with the activity.
It depends on the operation in the workshop. Bonding and cutting work can affect the class; confirm it with the district municipality.
It varies with the description of activity and with local practice. Have the position confirmed in writing before you open the file.
Packaging with chemical residue and cloths soaked in solvent are assessed apart. Ask the provincial directorate of environment and urbanisation about the scope.
That varies with your activity and your class. Check with the district municipality and the fire service.
It depends on your working model. For seat and headlining work done in place you need a space the length of a car and a high enough entrance.
In a separate, ventilated section away from heat. Do not keep it in the same place as foam and fabric.
You will not find one number. The amount follows your district’s own price schedule, and that schedule is renewed each year.
Weeks, if the class is set correctly at the start and the papers are complete. Refurbishment stretches it out.
