Why Does Paint and Bodywork Fall Into the Heaviest Licence Class?

💡 Kısaca: Two workshops on the same street in the automotive trade can carry very different files.

Two workshops on the same street in the automotive trade can carry very different files. A tyre shop closes its file in a few weeks while a paint and bodyshop spends months on the same task. The reason is not the number of papers but the nature of the work.

Paint and bodywork gathers three burdens under one roof: volatile chemicals, flammable materials and hazardous waste. When the three come together the establishment class rises and the environmental side enters the picture. Below we follow how that works through the course of one file.

THE

The course of one file: the booth arrived, the permit did not

Serkan has worked fourteen years as a panel beater, the last five of them at a manufacturer’s authorised service centre. He decides to open his own workshop; the customers are there and the insurance assessors he has dealt with know him.

He takes a unit on an industrial estate, orders his spray booth and installs the bodywork equipment. He files the licence application in the same week the booth goes in.

WHERE

Where did it stall?

When the site inspection comes, two headings stand out. The first is that the paint shop’s extraction and filter arrangement has been installed incompletely. The second is that no waste arrangement has been set up at all.

The booth runs, the compressor line is laid, the gun cabinet is in place. But there is no answer to the questions of filter replacement records, where waste paint and thinner residues will be collected, and to whom those wastes will be handed over.

In Serkan’s own words

“When I bought the booth they told me how many cars it paints in how many hours. Nobody asked where the extraction would come out and where the filters would go. And I did not ask either.”

THE

The point where the three burdens meet

Burden Where it comes from What it means in the file
Volatile chemicals Paint, thinner and primer vapour Ventilation and filter arrangement
Flammable material Solvent and thinner stock Fire brigade report and storage conditions
Hazardous waste Waste paint, filters, cloths, thinner residue Hazardous waste declaration and collection arrangement

The table’s message is the sum of its three rows. Each row on its own is a manageable subject; with all three present together the business is assessed as an activity with a marked effect on its surroundings.

FIRST

First burden: paint shop ventilation

A spray booth works in an enclosed volume and has to discharge the vapour that builds up inside it. That discharge has to pass through filtration.

Ventilation is the one item in this trade that cannot be bolted on later. The outlet point of the extraction duct, the filter stages and the fresh-air intake are part of how the booth is positioned; changing them after the booth is fixed in place means dismantling what you have built.

SECOND

Second burden: the hazardous waste declaration

Most of what leaves a paint shop is not ordinary rubbish. Used filters, waste paint sludge, thinner residue, cleaning cloths and empty chemical containers are all collected separately.

The type and quantity of these wastes and the place they are handed over to go on record. Starting to trade before the hazardous waste declaration arrangement is in place means being short in the first place an inspection looks.

THIRD

Third burden: the environmental permit side

Depending on the capacity and nature of the activity, the environmental permit heading can come into play. A small bodywork unit and a plant painting in series do not stand in the same place on this question.

Ask the relevant authority in writing whether the heading applies at your own scale. Include your capacity, the number of booths and the list of materials you use; the answer turns on those three pieces of information.

WHY

Why does the establishment class rise?

Under the workplace opening and operating licence, activities are assessed by non-sanitary establishment class. A workshop that carries out painting is positioned differently from one that only straightens panels.

When the class rises, so do the papers required, the examination carried out and the expectation for the premises. Put the list of operations you plan on paper and ask the district municipality for the classification in writing.

WHAT

What the municipal file typically calls for

  • Application form and declaration
  • Lease or title deed
  • Occupancy permit and zoning status
  • Tax certificate and chamber registration document
  • Fire brigade report
  • Mastership certificate or vocational qualification certificate (MYK), according to district practice
  • Waste water connection document and papers on the waste arrangement, according to the activity

No promise of a closed list is made here. Municipalities may call for further papers according to their own practice, and the higher the class the greater that likelihood.

THREE

Three lessons from Serkan’s file

  1. Ventilation is discussed before the booth is ordered. The extraction outlet, the filter stage and the fresh-air intake are part of the layout
  2. The waste arrangement is set up before trading begins. Which waste goes where, to whom and on what record is settled before opening
  3. An industrial estate is not enough on its own. Even where the address suits, the class of the activity and the permit side are assessed separately

Serkan loses seven weeks. He rebuilds the extraction duct, adds the filter stage and signs the waste contract. The licence comes through at the second inspection; throughout that period the rent and the booth payments keep running.

HOW

How the right order is built

  1. Write out your list of activities and ask the municipality for the establishment class in writing
  2. Put the environmental permit and waste declaration heading to the relevant authority with your capacity attached
  3. Have the ventilation and extraction design drawn up before the booth is ordered
  4. Write the conditions on the fire side into the alteration plan
  5. Order the booth and the equipment once those three answers are in

This order does not shorten the set-up; it prevents time being lost. The difference between the two is the weeks a booth you are already paying for spends standing empty.

FEES

Fees and charges

Licence fees, the signboard tax and the items alongside them move with the municipality’s own tariff and change from one year to the next. Ask the revenue department of the district municipality for the schedule in force.

Add the cost of waste collection and filter replacement to those items. The capital and monthly cost bands sit on our automotive sector page.

ONE

One sentence for the reader

In this trade buying the booth is easy; setting up how the workshop breathes and where its waste goes is hard. Build the sequence the wrong way round and you will be taking apart what you have just put together.

For the order of authorities see the business licence roadmap; if you are thinking of starting with the mechanical side alone read our car repair workshop article, and if you would rather enter with a lighter file look at our car detailing article.

Quick Glossary

Non-sanitary establishment (second or third class): a workplace accepted as having a health effect on its surroundings and assessed by class. Spray booth: the unit in which painting and drying are carried out in an enclosed, ventilated volume. Hazardous waste: a class of waste that must be collected separately and notified because of what it contains. Environmental permit: the requirement that certain activities be permitted in respect of their environmental effects.

Frequently Asked Questions

Updated: September 2026

Sık Sorulan Sorular

Why is paint and bodywork assessed in a heavier class?

Because volatile chemicals, flammable material and hazardous waste come together in the same activity. The sum of the three lifts the assessment.

Is an environmental permit needed?

It varies with capacity and the nature of the activity. Have it confirmed in writing by the relevant authority for your own scale.

How are filters and waste paint disposed of?

They are collected separately and the collection arrangement goes on record. The hazardous waste declaration heading arises at this point.

Can I add the ventilation afterwards?

In practice it is difficult. The extraction outlet, the filter stage and the fresh-air intake are part of the booth layout.

Is a fire brigade report compulsory?

In an activity that keeps solvent and thinner this heading is prominent. Confirm the requirement with the district municipality.

Does being on an industrial estate settle the permit side?

It does not. Even where the address suits, the class of the activity and the environmental side are assessed separately.

Which documents come up most often in the file?

The lease, occupancy permit, tax certificate, chamber registration, fire brigade report and, according to the activity, papers on the waste arrangement.

How much is charged for the licence?

The amount sits in the municipality’s own tariff and moves each year. Take the figure from the revenue department rather than from a forum.

How long will it take from start to licence?

A few weeks to two months if the sequence is built correctly. If ventilation or the waste arrangement is left until later it spreads over months.
