Auto Electrics Workshop Licences and Permits: Mastership or Qualification?
Almost everyone preparing to open an auto electrics workshop gets stuck in the same place. On one side sits the mastership certificate, on the other the vocational qualification certificate, and the two are often described as though they were one thing.
They are not one thing. They come from different systems, they are issued by different bodies and they answer different questions. This article separates the two ideas first, then shows you how to find out which of them arises in your own file.
What is a mastership certificate?
The mastership certificate is a document that comes out of the vocational education system. Following the apprenticeship and journeyman stages, it shows that the level of a master craftsman has been reached in a particular trade.
Within the traditional tradesmen’s order this document is seen as the key to opening a workplace. In certain trades, asking for it when a workplace opens has been settled practice for a very long time.

What is a vocational qualification certificate?
The vocational qualification certificate is the product of a separate system running within the framework of the Vocational Qualifications Authority. It measures by examination, and then certifies, that a person holds the knowledge and skill an occupation calls for.
The logic here is measured competence rather than an educational history. Wherever a person learned the trade, they receive the certificate once they pass the examination. That opens a practical door for people working as master craftsmen whose route through formal schooling was left unfinished.
Where exactly does the line fall?
The line dividing the two documents appears in one question: what is the certificate proving? A mastership certificate proves a history of training and progression through grades; a vocational qualification certificate proves a measured level of skill.
| Heading | Mastership certificate | Vocational qualification certificate |
|---|---|---|
| The system behind it | Vocational education and the apprenticeship order | The Vocational Qualifications Authority order |
| What it shows | Progression through grades and master level | Knowledge and skill measured by examination |
| How it is obtained | Mastership training and an examination after journeyman level | Theory and practical examination at an authorised body |
| Typical field of use | In workplace opening applications | In certifying an employee’s competence |
| Link to the trade | The certificate is specific to a trade | The certificate rests on a national qualification |
The last row of the table is the distinction that serves you best in practice. Both documents take their name from the trade, and when you apply, the trade named on the certificate has to match what you actually do.

Which of them is asked for in auto electrics?
It would be wrong to give a single answer to that. In a workplace opening application the practice of the district municipality and of the relevant chamber is what decides; which certificate is looked for depends on the scope of your activity and on your establishment class.
The right move is this: write out your activity description, take it to the licensing unit of the district municipality and to the tradesmen and craftsmen’s chamber you will belong to, and request in writing which certificate is expected.
Does the operator hold the certificate, or the employee?
This is the second point at which things regularly get tangled. The person opening the shop does not have to be the master of the trade; the competence of the employee doing the work can also arise in the application.
In some practices the owner’s own certificate is looked for, in others the certificate of an employed craftsman is accepted. Asking about that distinction at the start closes off the item most often sent back in a file.
What routes are open if you have no certificate?
A great many people have done this work for years without holding a certificate. The door is not shut; several routes are weighed up together.
- Sitting the vocational qualification examination and taking the certificate by that route
- Joining a mastership training programme and completing the progression through grades
- Employing a certified craftsman and building the application around that arrangement
- Designing the partnership structure so that it includes a certified partner
The fourth route is used often, but it causes trouble when the agreement behind it is poorly drafted. Write down the exit terms before you form a partnership.

The rest of an auto electrician’s document side
The competence debate is not the whole file. In this trade the following headings are typically requested as well; the final list appears on the municipality’s own form.
- Application form and declaration
- Lease agreement or title deed
- Occupancy permit and zoning status information
- Tax certificate and chamber registration document
- Identity document and photograph
- Condominium consent if the building is residential
- A fire brigade report, depending on the activity
- Social security workplace notification if staff will be employed
The class assessment works here too
An auto electrician is assessed according to the nature of the work done indoors. Where a vehicle is brought inside, where batteries and cable harnesses are worked on and where, in some cases, welding is carried out, a non-sanitary establishment assessment can come into play.
We opened up how that distinction is built in detail in our car repair workshop article. For your own file, take written confirmation from the district municipality and, where needed, from the provincial directorate of environment, urbanisation and climate change.
How has vehicle electronics changed this trade?
An auto electrician’s work was once limited to lighting, the starter, charging and cable harnesses. Today a vehicle carries a great many control units, sensors and data lines.
That shift makes the competence debate more meaningful still. Using diagnostic equipment, updating software and reading a data line now sit at the core of the trade. If the air conditioning and cooling side is also on your mind, you can look at our car air conditioning service article.
The third idea that gets mixed in
Alongside the two documents, the TSE service competence certificate is frequently confused with them as well. That certificate concerns the business rather than the person, and it runs through an entirely separate application process.
So three ideas answer three separate questions: does the person know the trade, has the person’s skill been measured, and does the business deliver its service to a standard? Do not take one and put it in place of another.
Fees: the only reliable statement
Lines such as the licence fee and the signboard tax carry no fixed amount; each municipality prices them from its own tariff, and that pricing is renewed every year.
Ask the revenue department what applies now before you open the file. For the running order of the authorities see the business licence roadmap, and for capital and margin bands our automotive sector page.
In Short
- A mastership certificate and a vocational qualification certificate are not the same thing
- The first shows progression through grades, the second a measured level of skill
- One comes from the vocational education order, the other from the MYK order
- Which of them is expected depends on your declared activity and on district practice
- Whether the operator or the employee holds the certificate must be asked separately
- For those without a certificate there are four routes: examination, training, employment and partnership
- On the partnership route the exit terms belong in the written agreement
- The remainder of the file is standard workplace paperwork
- Depending on the work done indoors, a non-sanitary establishment assessment can arise
- The TSE service competence certificate concerns the business, not the person
- Fee amounts follow the local tariff and shift once a year

It varies with the scope you declare and with district practice. Confirm it in writing with the district municipality and your chamber before the file is opened.
The two documents come from separate systems and do not show the same thing. Ask the unit you will apply to which of them is accepted.
Routes such as sitting the examination, completing the training path, employing a certified craftsman or forming a partnership are weighed up.
Some practices accept that; others look for the owner’s own certificate. Ask about that distinction in writing from the start.

It is assessed by the nature of the work done indoors. A non-sanitary establishment assessment can arise.
That certificate is a separate certification process and does not stand in for the licence. For your own scope, take confirmation from the relevant unit.
There is no separate workplace document regime for using the equipment. The nature of the work done can, however, affect the competence assessment.
