Silver Plating and Restoration Licences and Permits
Silver plating and restoration is the branch of jewellery whose name is most often confused. Some businesses describe it as a cleaning service, others as a renewal workshop. The paper side follows neither description.
Here we first put the idea in its place: what plating is, what restoration is, and where the line between them runs. Then we take the point at which the plating bath creates a waste duty. That bath is the one thing that settles how heavy the file becomes.
What is plating, what is restoration?
Plating is the passing of a thin layer of silver onto a metal surface, chemically or electrolytically. The work runs inside a bath, with a solution and a current.
Restoration is the repair and cleaning of a worn piece and bringing it back towards its original look. It may involve plating but need not; polishing, soldering, straightening and replacing parts are restoration too.

Where does the line run?
The line runs through the bath. A business that only cleans, polishes and mechanically straightens a piece does not stand where one that plates in solution stands, even under the same signboard.
Mechanical work produces dust and filings. A chemical bath produces liquid waste and vapour. It is that second group which changes the authority’s view. So when you describe your activity, say in the first sentence whether you use a bath.
Three kinds of service side by side
| Heading | Cleaning and polishing | Restoration and repair | Plating bath |
|---|---|---|---|
| Nature of the work | Mechanical, on the surface | Mechanical and thermal | Chemical and electrolytic |
| Waste produced | Dust and polishing sludge | Filings, solder residue | Spent solution and metal-bearing waste |
| Ventilation need | Limited | Middling, by the heat used | The leading heading |
| Class direction | A light file | Depends on assessment | Non-sanitary assessment likely |
| The wastewater side | Generally not on the agenda | Limited | A connection permit arises |
| Suitable premises | A section inside the shop | A separate workshop area | A suitably zoned plot or estate |
| Occupational certificate | May not be expected | Mastership arises | Mastership or qualification arises |
The fifth row decides matters in this branch. The moment the question of how wastewater reaches the network appears, the file stops being a shop service file and moves towards a plant file.

The duty the plating bath creates
Once a bath is installed, three record lines begin. They are not independent; all three may be sought together.
- A record of which chemical is used, how it is stored and how much is held
- The waste record and declaration side, showing where spent solution goes
- The ventilation arrangement showing how vapour is drawn off during work
Which scope these three fall under shifts with the nature of the chemical, the volume of work and the state of the premises. Expect no fixed measure in litres, no fixed filter condition and no set treatment design. Write your activity down and ask the provincial directorate of environment and urbanisation and the district municipality for a written opinion.
Hazardous waste declaration and the wastewater connection
A plating solution tires with use and is changed. Where the changed liquid ends up is the most inspected subject in this branch.
Two headings lead: the hazardous waste declaration, which works by the nature of the waste, and the wastewater connection permit a business needs to discharge into the network. Ask the relevant directorate how far these reach you, describing the content of your solution as you do. Acting on your own judgement is the costliest mistake under this heading.
The leading heading on the restoration side: pieces held on trust
In restoration the piece that comes through the door is not yours. More often than not it is a family object whose sentimental value exceeds its material worth.
The trust record is therefore the spine of the work. The condition of the piece on arrival, its weight, its flaws and a photograph belong on record at the moment of handover, and its state after work belongs in the same record. A workshop running without that routine has nothing to say in a first dispute.

Items you will meet in the file
The body of the file is made of familiar headings. These items are typically sought; the final list takes its shape from your activity and the district’s form.
- Application form with a written account of the operations carried out
- The occupancy permit, with a lease agreement or title deed
- Statement of the zoning position
- Commencement notice, tax certificate and registration with the chamber
- Layout plan with a list of equipment and baths in use
- Information on the ventilation and extraction arrangement
- A mastership certificate, or a vocational qualification certificate (MYK)
- A fire safety measures report, judged by the work and the space
- Information on the chemical storage arrangement
- Social security workplace notification if staff will be employed
Putting the plating out is an option
The model that opens fewest files in this branch is never to install a bath at all. Taking the piece from the customer and having the plating done at an authorised plant leaves your business on the service side.
Your file lightens under that model, but two new subjects appear. First the chain of custody: the piece leaves you for another address and comes back, and that movement wants recording. Second liability: you are the one the customer turns to for damage done at the plant. Make a written contract with the contractor and set the limit of liability.
The fineness side of silver
Once silver plating becomes a product for sale, fineness enters the picture. A plated piece and a solid silver piece are not the same thing, and the customer must be told that plainly.
Carrying the plating thickness and the base metal in the product declaration protects you with the consumer and under inspection alike. Describing a plated piece as solid is where reputation is lost fastest here.
Five headings to have confirmed in writing
- If a bath is planned, the address’s fitness for the activity and the class assessment
- The waste character of the solution you will use and its declaration routine
- Whether the wastewater connection permit reaches you
- The arrangement expected on ventilation and extraction
- Fee and charge items; these are read off the municipality’s own tariff and revised within the year
Four of the five sit on the environmental side and one at the municipality. Knocking first at the provincial directorate of environment and urbanisation rather than the municipality therefore saves time here. We have set the whole order of the authorities out on the business licence roadmap; you may glance at our jewellery and accessories sector page for investment and expenditure ranges. If you will build the retail side too, our silver shop article completes this file, and if you turn to old pieces, so does our antique and second-hand jewellery article.
In Short
- Plating is a chemical operation; restoration is repair and renewal together
- The one thing that settles the weight of the file is the plating bath
- Mechanical cleaning and a chemical bath do not stand in the same place
- A bath starts three record lines: chemical, waste and ventilation
- The hazardous waste declaration and wastewater connection permit lead here
- Expect no fixed litre, filter or treatment condition; ask for a written opinion
- Non-sanitary assessment is likely for a business that plates
- In restoration the trust record is the spine of the work
- Putting plating out lightens the file; liability stays with you
- Declarations for plated and solid silver must be kept apart
- Fees are read off the municipality’s own tariff and revised within the year
Quick Glossary
Electrolytic plating: covering a metal surface with a thin layer by means of a current in solution. Plating bath: the vessel holding the chemical solution in which the work is carried out. Trust record: the record showing the arrival condition and features of a piece taken in from a customer. Solid: the quality denoting that a piece is the same metal throughout, with no plating.

The main permit is the workplace opening and operating licence. Where a bath is installed, the declaration and connection headings on the environmental side arise too.
It does. Mechanical work without a chemical bath stands in a lighter place in the assessment.
Do not act on your own judgement. Describe the nature of the waste and ask the provincial directorate of environment and urbanisation for written direction.
The scope is settled by your activity and the content of the solution. Apply to the relevant authority and ask about your own position.
No fixed measure is given. Area is assessed together with the ventilation and chemical storage arrangement.
The trust record answers that question. Put the arrival condition on record with a photograph and its weight at the moment of handover.
You may, and your file lightens. Keep a chain-of-custody record and set the limit of liability with the contractor in writing.
The product declaration must state plainly that it is plated, with the thickness and base metal.
Mastership and vocational qualification both appear in this field. Ask about the scope with your list of operations.
