Why do businesses not use AI? The most common answer is not money. According to the statistics office, among enterprises considering but not yet using AI, 74.2 percent point to a lack of expertise. Cost comes second at 67.4 percent. Legal uncertainty third, at 62.4. All three sit above sixty percent, so the barriers are not single; they stack.

The order matters. Most businesses assume their own barrier is cost. The data points to a knowledge gap. These are very different problems with very different solutions.

The gap in perception comes from somewhere specific: businesses imagine AI as a large installation project. In reality it usually starts with one subscription and one process. Big installations only come up after a small trial works.

Legal uncertainty is a real line item

The 62.4 percent in third place is not to be dismissed. Businesses do not know which data can be entered or where responsibility lies. That uncertainty is a genuine problem. But the solution is simple: write your own rule. You do not have to wait for state regulation to decide which data goes into which tool.

Among individuals not using AI, 63.3 percent say they “do not need it”. Another 18.7 percent do not know how to use it, and 12.4 percent are unaware it exists. So the barrier is mostly knowledge and habit. Not means.

Expertise can come from outside

A lack of expertise does not mean you must hire. Training, consulting, ready-made solution packages and supplier support close the same gap. For a small business that is the most realistic route. Bought expertise arrives faster than hired expertise. It is also less risky; you can part ways with a consultant who does not fit, but parting with an employee is harder.

Listing the barriers is listing the solutions

Three barriers need three different remedies. Training for expertise. A small start for cost. A written internal rule for legal uncertainty. None substitutes for another. Going in order works faster than tackling all three at once, and the order is clear: knowledge first.

Sit with the team and ask one question: what is stopping us from starting today? Write the answers as they come. Then add a note beside each: is this a real barrier or a knowledge gap? That distinction usually halves the list. And what remains is concrete enough to be solved.

First step: solve the cheapest barrier

Of the three, the knowledge gap is cheapest to close. Free training programmes exist. Examples in your sector exist. A few hours of trial is always possible. Cost and legal questions can only be discussed properly once knowledge arrives. You cannot budget for something you do not understand. The level ruler starts here.

Next step: cap it with a small budget

The way to manage cost anxiety is to limit the budget upfront. Set a small three-month trial budget. If it is not exceeded, the risk is managed. If it is, you stop and think. The pilot logic says the same thing: start small, measure, then decide.

If your barrier is not money, your solution is not budget either. A knowledge gap can shrink within a week.
