💡 Kısaca: In the parcel trade the address does not settle the rent.

In the parcel trade the address does not settle the rent. It settles what kind of business you are running. Three branches opened at three points of the same district produce three files that hardly resemble one another.

Below we take those three points one at a time: the high-street branch, the depot in an industrial zone and the agency inside a neighbourhood. Which one you choose alters both your municipal file and your obligations on the transport side.

BÖLÜM 01

A branch, a depot and an agency are not the same business

The high-street branch is a point of acceptance and delivery. The customer walks in and leaves a parcel. The depot is a transfer and sorting floor, and the customer never sets foot in it. The agency is a small point that accepts consignments while attached to another firm’s network.

All three rest on the same main permission, the workplace opening and operating licence. What differs is the description of the activity, the movement of vehicles and the transport authorisation side. Before you sign a lease, write down in one sentence which of the three you are building.

THE

The three locations side by side

The table shows the headings on which the three points part company. Practice may shift with the district and with the network you join; read the table as a list of questions to ask before deciding.

Heading High-street branch Depot in an industrial zone Neighbourhood agency
Nature of the activity Acceptance and delivery Transfer and sorting Acceptance for a network
Main permission Workplace opening and operating licence Workplace opening and operating licence Workplace opening and operating licence
Transport authorisation side In play if you carry goods yourself Distinctly in play Usually through the network’s authorisation
Vehicle movement Heavy through the day Large vehicles and a loading bay A few small vehicles
What the premises must be A shop fit for commercial use A plot designated for storage A small-scale commercial unit
The building side Consent comes up often The occupancy permit decides Consent comes up often
The contract side Lease and network agreement Lease and carriage agreements Mainly an agency agreement

The third row is where the real weight of the decision sits. If the parcels will travel in your own vehicle, the business moves past renting a shop and enters transport legislation.

THE

The high-street branch

A frontage on a busy street is the most productive position for volume of acceptance. Customers arrive on foot, leave a consignment and call back to collect.

The real difficulty here is parking and loading. Without somewhere for the courier vehicle to stop several times a day, acceptance hours slip and parcels pile up in the shop. When you view the address, go back at eleven in the morning and again at five in the afternoon.

A word on shops beneath flats

Where the building is residential, the consent of the flat owners comes into play. In an activity with vehicles coming and going, that consent is harder to win than it would be for a quiet retail unit.

THE

The depot and transfer point in an industrial zone

Once the volume grows, the centre of gravity moves to the depot. Consignments are sorted there, divided between vehicles and sent out on the round.

At this kind of address the zoning status decides. A plot already designated for storage and logistics starts the file at its easiest point. The loading bay, the turning space and the parking layout belong to the choice of premises just as much as the floor area does.

THE

The neighbourhood agency

The agency is the door you walk through with modest capital. You become an acceptance point for an existing network, and the brand, the system and the carriage stay on the network’s shoulders.

In return your room for manoeuvre narrows. Prices, campaigns, acceptance rules and the commission rate are all read out of the agreement. Before you sign, work out line by line what share of which job comes to you.

THE

The transport authorisation side, wherever you stand

Activities that carry goods for a fee fall under the authorisation certificate arrangement of the Ministry of Transport and Infrastructure. That arrangement foresees different certificates according to the kind of work, its scope and the vehicles involved.

It would be wrong to list here which certificate answers to your model or which conditions will be sought. Set out on paper the structure you intend to build, your vehicle plan and your operating area, put it to the relevant unit of the ministry, and take the answer in written form.

THREE

Three details missed when choosing an address

  1. Where parcels will wait: between acceptance and dispatch the packages have to stand somewhere
  2. The loading and unloading point: the kerb, parking restrictions and how the neighbouring traders use the space
  3. Collection traffic: room for customers who come in for consignments that could not be delivered to their door
WHAT

What the municipal file typically asks for

At all three locations the body of the file is built from similar items. The following headings are typically sought; the exact list comes off the form of the district where you apply.

  • Application form and declaration of activity
  • Lease agreement or title deed
  • Occupancy permit and information on the zoning status
  • Tax certificate and commencement notice
  • Trade chamber or tradesmen’s chamber registration
  • Identity document and photograph
  • Consent of the flat owners in a residential building
  • The agreement made with the network if you will work as an agency
  • Social security workplace notification if staff will be employed

LIABILITY

Liability and the insurance side

In this trade goods that belong to someone else sit in your hands. When there is damage, loss or delay, you are the one answering for it; even working as an agency, the customer rings you first.

So learn before opening where the agreement draws the limit of liability. Carrier’s liability insurance and the risk of goods held on your own premises should be treated as two separate matters.

WHICH

Which location suits which model?

If acceptance volume is what you are after, the high street comes first. If you are building distribution and sorting, the industrial zone. If you want to test the trade with little capital, the agency looks sensible.

We have set out which door is knocked on first in the business licence roadmap; for capital and outlay bands turn to our business services sector page. To build the carriage side more widely, our removals company article follows on; to begin with the digital leg alone, our online service sales article continues this file.

Licence fees and signboard items are not read off a single national tariff. They follow the schedule of the municipality your branch answers to, and that schedule is reset each year. Request the current one from the revenue department.

In Short

  • A high-street branch, an industrial depot and a neighbourhood agency produce three distinct files
  • All three rest on the workplace opening and operating licence as the main permission
  • Carrying parcels in your own vehicle brings the transport authorisation arrangement into play
  • Ask the Ministry of Transport and Infrastructure which certificate and which conditions apply
  • On the high street the binding constraint is parking and loading space
  • In a residential building, vehicle traffic makes the flat owners’ consent harder to obtain
  • For a depot, a plot designated for storage eases the whole file
  • In an agency, pricing and commission are read out of the agreement
  • Space for parcels to wait belongs to the choice of premises
  • On damage and loss, the branch is the customer’s first point of contact
  • Fee items depend on the municipal tariff and are renewed yearly
QUICK

Quick Glossary

Agency agreement: the contract setting the terms on which acceptance and delivery are done for a network. Transfer centre: the enclosed floor where consignments are sorted and divided between vehicles. Authorisation certificate: the document placing the activity of carriers for hire on record with the ministry. Carrier’s liability insurance: cover taking in the risk of damage to and loss of goods in transit.

Frequently Asked Questions

Updated: September 2026

Sık Sorulan Sorular

Where should a courier branch be opened?

For volume of acceptance a high street with foot traffic comes first. If you are building distribution and sorting, a plot designated for storage suits better.

Does an agency need a licence as well?

It does. An agency is a physical workplace too, so the workplace opening and operating licence comes into play.

What changes if I deliver in my own vehicle?

The activity moves onto the transport side and the authorisation arrangement is engaged. Ask the ministry which certificate answers to your own model.

Will the network’s authorisation be enough for me?

That turns on how the agreement is framed and on who actually carries the goods. Take the answer in written form from the network and from the ministry alike.

Can I open a branch in a shop under a block of flats?

It may be possible, but the consent of the flat owners becomes a subject. Explaining the vehicle movements to the neighbours early smooths the process.

Is a separate file opened for the depot?

If you use a different address, a separate file is opened for that address. The activity is then described as sorting and storage.

Who is liable for a damaged consignment?

The agreement draws the limit. Even as an agency you are the first to be called, so read the liability clause beforehand.

How many square metres of shop will do?

No single measure is given. What decides is having room for the accepted parcels to wait through the day.

Where can I confirm the conditions?

Ask the district municipality about the premises and the file, and the Ministry of Transport and Infrastructure about the transport authorisation, in each case on paper.
