The Target: One Trillion Lira of Value
Ankara put a single number on artificial intelligence: one trillion lira. Türkiye’s AI Action Plan, brought into force by presidential circular, commits public resources and private investment to shared goals through 2030 and targets the creation of over 1 trillion lira in economic value. The route is drawn in four axes — Awareness, Utilisation, Production, Governance — with four actions under each: sixteen actions, one calendar, one public monitoring portal.
What does a state target have to do with your business? Everything, actually. Trillion-scale value is not produced in ministry buildings; it is produced in company revenues, export lines and productivity tables. The address on that number is the businesses operating in the market — including, if you operate in or with Türkiye, yours.
What the Number Says
BU BÖLÜMÜN ÖZETİ
- It is a target, not a budget
- The funding model is mixed: the state opens, the private sector fills
- The number has a calendar
Three layers fill the trillion.
It is a target, not a budget
The most common misreading first: 1 trillion lira is not what the state will spend; it is the total value expected to form in the economy by period’s end. Spending sits in separate lines — funds, incentives, infrastructure. Value is to be harvested from a wide basket: productivity gains, new export items, public-service improvements, sectoral competitiveness. The distinction matters because it assigns the work: budgets are given, value is produced — and the producer is not the state but the ecosystem itself.
The funding model is mixed: the state opens, the private sector fills
The plan does not expect the money from one pocket. Public budget, private investment, international funds and public-private partnerships are all harnessed to the same goals, with each action’s annual plan naming its source and its owner. The design carries a message: the state positions itself as enabler, not doer. Infrastructure, data and rules come from the public side; producing the value is left to the market — which is where trillion-scale numbers have always actually been made.
The number has a calendar
The target spreads across two phases: governance structures, data-space pilots and public applications in the early years; scaling, commercialisation and export in the later ones. The trillion is expected on a hockey-stick curve, not a straight line — slow founding years, fast harvest years. Knowing this calendar is a lesson for a business’s own expectation management too: AI projects grow on the same curve everywhere.
What the Headline Misses
BU BÖLÜMÜN ÖZETİ
- The monitoring architecture is worth more than the number
- A trillion is the sum of thousands of invoices
- The value will not be distributed evenly
The trillion headline leaves three details in shadow.
The monitoring architecture is worth more than the number
The plan commits to publishing every action’s owner, budget realisation and traffic-light status on a public Transparency Portal — one window through which citizens and investors can watch whether the promise holds. For a business the practical consequence is simple: you do not have to guess which programmes are genuinely moving. When the portal opens, you look.
A trillion is the sum of thousands of invoices
Macro numbers hypnotise; value accrues in micro. A manufacturer’s predictive maintenance cutting downtime, a retailer’s recommendation engine lifting basket size, a clinic’s scheduling optimisation reclaiming capacity — the trillion is the sum of these small wins. Every business that turns data into decisions writes a digit of that number.
The value will not be distributed evenly
The plan reaches everyone eventually; it reaches the prepared first. The period’s winners will be the businesses whose application files are ready, whose data is in order and whose teams are trained when the programmes open. Latecomers get a share too — after prices have risen and quotas have filled. The early-mover premium is the iron law of every incentive era, in every country.
What a Business Should Do
BU BÖLÜMÜN ÖZETİ
- Read the plan once, through a business lens
- Define your own trillion digit
- Copy the calendar into your own plan
The number translates into three moves.
Read the plan once, through a business lens
The forty-four-page document takes half an hour to read and a further quarter-hour to mark up. This is not civic homework; it is market intelligence: a map of where a state will direct money and demand for five years. Whether you sell into Türkiye, partner there or compete with firms that do, the map pays for its reading time. A structured reading guide covers the method.
Define your own trillion digit
The wrong question: “what falls to us from the plan?” The right one: “how much value will we produce with AI this period?” Write a one-line target — cost to cut, revenue to add, hours to reclaim. That line is the national target at company scale, and a business holding a written target evaluates every support call through its lens instead of chasing whatever opens.
Copy the calendar into your own plan
The plan’s two phases are also a business’s two phases: build first — data order, team capability, a first pilot; then scale. A business running its build phase parallel to the state’s catches the support instruments ready when the scale phase arrives. Starting late is not unfixable; it is expensive.
The trillion is the plan’s headline; your share hides in its footnotes — and footnote readers have always been few.
