Model Export and Regulatory Sandboxes
The state aims to export the models it develops. The targets carry numbers. For sectoral AI models, Türkiye’s AI Action Plan targets at least 10 licensing or co-development agreements by the end of 2028, active partnerships in three priority markets and at least 25 institutional deployments abroad. Model export revenue is projected at a minimum of 100 million lira.
There is a regulatory side too. Regulatory sandboxes in at least five priority sectors. And at least a quarter of the projects graduating from them scaled within 12 months, either through licensing or public procurement.

Three structures stand out.
Sectoral models split from general ones
The plan says global competition is not limited to large language models. Disease risk prediction, drug discovery, genome research, new materials, disaster detection from satellites, autonomous vehicles. These models can be built with smaller compute budgets. Because they work in a narrow field, not a general one. Their real fuel is the country’s own data advantage.
An export-ready package standard is being built
If a model is to be accepted in a global market, the buyer’s questions need ready answers. So do the regulator’s. The plan defines a standard file for this. It contains security testing, legal compliance, performance documents and an environmental impact statement. Every exported model version will ship with this package.
Sandboxes make testing possible before rules exist
Regulatory sandboxes will be set up in priority areas. Finance, health, energy, mobility, telecommunications. There will be a single digital application point. Trials will be time-limited. And there is a “graduation gate”: successful pilots move quickly to permanent regulation or public procurement.

Creative industries appear in the plan too. Digital art, gaming, cinema, advertising. Vertical models and tools that raise these fields’ production capacity will be supported. So model development is not only the business of engineering firms.
Physical AI is a separate track
Robotics and physical AI get singled out. The reason is high export potential. The scope is broad: quality control, predictive maintenance, agricultural robots, healthcare support robots, autonomous driving. Test grounds are being built too. Smart factory lines, agricultural trial areas, autonomous driving tracks.
Cloud usage will be revisited
Cloud usage in regulated sectors will be re-examined. Current practices limit it in these fields today. A risk-based action plan will be prepared on data classification, local hosting, audit access and certification. For a developer working in finance or health, this could mean a direct obstacle being removed.

Model development and export is work spread across months. A documentation burden comes with it. Model card, security testing, compliance file. That burden looks like extra work at first. But it is exactly the entry ticket to global sales.

A sectoral model is built with sectoral data. What data do you hold that others do not? Field records, measurement history, domain expertise. If you cannot answer that question, the model development call is early for you. Start with data classification first.
If you use: watch the sandboxes
If you work in a regulated sector, the sandbox programme looks directly at you. If there is a solution you cannot try today because of regulation, be among the first when that door opens. Add this item to your monitoring routine.
The export target looks like a matter for a handful of firms. But the test grounds opening and the obstacles lifting serve everyone.
