💡 Kısaca: Car rental carries one of the most layered files in the automotive trade.

Car rental carries one of the most layered files in the automotive trade. It does not end with opening a shop; you have a fleet to manage, a contract system to build and duties on the transport side to meet.

Below we break the set-up into nine steps. Their order matters, because each step is the input for the next. At the end we gather what fleet size changes in those steps into a table of its own.

BÖLÜM 01

A map of the nine steps

Step What is done Where to look
1 Deciding the business model and fleet size Your own plan
2 Setting up the company structure Trade registry
3 Address and office arrangements Zoning and occupancy permit
4 Tax and chamber registration Tax office, trade chamber
5 Workplace opening and operating licence District municipality
6 The authorisation certificate side The directorate on the transport side
7 Fleet supply and insurance Supplier and insurer
8 Contract and record system Your own system
9 Pricing and handover arrangements Your own operation

STEP

Step 1: settle the business model and the fleet size

Daily rental, long-term rental and corporate fleet leasing are three separate trades. The capital needed, the type of vehicle and the contract system differ in each.

This decision is the input for the other eight steps. Until fleet size and scope of activity are clear there is no way of asking about the authorisation certificate side, because the answer depends on those two facts.

Daily rental, long-term rental and corporate fleet leasing are three separate trades.
STEP

Step 2: set up the company structure

Because ownership of the vehicles and the liability side both loom large in rental, a company structure is the preferred route. Setting up a limited or a joint stock company runs through the trade registry.

Have the activity clauses in the articles of association drawn broadly. Adding to them later is possible but means a registration procedure and a wait.

STEP

Step 3: address and office arrangements

The office address, its zoning status and the building’s occupancy permit are all checked. Vehicle parking is a heading of its own: plan where you will keep the fleet at the same time as the address.

The parking area does not have to be at the business address, but if a separate site is to be rented, put the terms on which you may use it in writing too.

The office address, its zoning status and the building’s occupancy permit are all checked.
STEP

Step 4: tax and chamber registration

Tax registration is created along with the company, the tax office visits the address and the trade chamber registration is completed. This step runs mechanically and usually closes within days.

One point, though, should not be skipped: the visiting officer expects to see signs of activity at the address. A visit made to an empty office means another appointment and a lost day.

Tax registration is created along with the company, the tax office visits the address and the trade chamber registration is completed.
STEP

Step 5: the workplace opening and operating licence

The licence comes from the district municipality. Because the activity is office in character the file is typically lighter, yet what is asked for still varies with district practice.

If washing or servicing is to be done alongside the office, the assessment can change. If you are considering that kind of additional activity, put your list of operations on paper and ask the municipality for the establishment class in writing.

Typically called for

  • Application form and declaration
  • Lease or title deed
  • Occupancy permit
  • Tax certificate and chamber registration document
  • Trade registry gazette and signature circular
  • Fire brigade report, according to floor area and activity

No promise of a closed list is made here; municipalities may call for further papers according to their own practice.

Step 6: the authorisation certificate side

Transport legislation contains an authorisation certificate regime for carriage and related activities. Where car rental sits within that regime is assessed against the scope of the service you provide.

It would be wrong to list the certificate type and its conditions definitively here. They change with your scope of activity; put your own plan on paper and obtain written confirmation from the relevant directorate. If you intend to offer a chauffeur-driven service, raise that question separately, because the assessment can change.

STEP

Step 7: fleet supply and insurance

A fleet can be built by purchase, by rental or through an operational lease. Each route has a different effect on the balance sheet and a different cash burden.

Insurance is the most critical item in this business. Establish before the policy is signed which cover applies to rented vehicles, how the excess works and how the process runs for damage caused by the hirer.

STEP

Step 8: contract and record system

The rental agreement is the backbone of the trade. The handover and return report, the fuel and mileage record, the damage assessment and the deposit arrangement are all tied to the contract.

Add the check on the hirer’s identity and driving licence to that. Growing before the record system is in place can wipe out all your earnings at the first serious damage claim.

The rental agreement is the backbone of the trade.
STEP

Step 9: pricing and handover arrangements

Three items set the price: depreciation on the vehicle, insurance and maintenance costs, and the utilisation rate. The third is the one most often neglected.

Setting a price without knowing how many days a month the car is out on hire leaves the margin calculation to guesswork. Capital and cost bands appear on our automotive sector page.

Three items set the price: depreciation on the vehicle, insurance and maintenance costs, and the utilisation rate.
WHAT

What does fleet size change?

Heading Small fleet Growing fleet
Authorisation certificate side Limited scope, confirmation needed Scope widens, conditions reassessed
Parking Can be solved near the office A separate site and system needed
Maintenance management Bought in from outside Contracted workshop and a schedule
Insurance negotiation Standard policy Cover negotiated on a fleet basis
Staff One person can run it An operations and handover team

The first row of the table is the most important. As the fleet grows your scope of activity can change too, so do not ask about the authorisation certificate side once and close the subject; take fresh confirmation at every growth decision.

BÖLÜM 12

To confirm before opening

  1. Your position on the authorisation certificate for your scope of activity, from the relevant directorate
  2. How the assessment changes if a chauffeur-driven service is offered
  3. The zoning and occupancy permit position of the office address
  4. The terms on which the parking area may be used
  5. Fee and charge items; these rest on the municipality’s tariff and are revised yearly

Put these five headings to the district municipality and the relevant authority in writing. For the order of authorities see the business licence roadmap; if buying and selling vehicles is also on your mind read our used car dealership article, and for checking cars in and out of the fleet see our vehicle inspection centre article.

Frequently Asked Questions

Updated: September 2026

Sık Sorulan Sorular

Is an authorisation certificate needed for car rental?

Transport legislation does contain an authorisation certificate regime. It varies with your scope of activity; obtain written confirmation from the relevant directorate.

Can it be done as a sole trader?

Because of the ownership and liability side, a company structure is preferred. Weigh up your own situation with your accountant.

How many vehicles do you start with?

There is no single number. What decides it is your utilisation rate and the channel you intend to serve.

Does offering a chauffeur-driven service change things?

The assessment can change. Put that question to the relevant directorate separately and in writing.

Does the parking area have to be at the business address?

It does not, but if a separate site is used, put its terms in writing.

What does the municipality ask for in the file?

The lease, occupancy permit, tax certificate, chamber registration and trade registry papers are typically called for.

How does the process run for damage caused by the hirer?

It depends on the policy terms and on your contract. Settle the excess and the cover arrangement before the policy is signed.

How much does the licence cost?

It is set by the municipality’s tariff and revised yearly. Get the current number from the revenue department.

How long does the set-up take in all?

Company formation and the licence side are measured in weeks. The authorisation certificate and fleet supply are added to that.
