It is, because you’re measuring a trend rather than one answer. Variability is normal; three months of never being mentioned is as clear as three months of always being mentioned. Look at the repeating pattern, not a single result.
You can, but you must see the records; the measurement is your data. The healthiest arrangement is the agency running regular tracking while you ask one or two questions yourself each month. That’s the easiest way to verify a report.
Look for the source rather than panicking: where might this information come from? Usually an old page, an un-updated record or an unanswered complaint turns up. Fix the source and the answer corrects itself over time.
