Remote Visibility Service for Grant-Backed Companies, From Erzurum to Gaziantep

Remote Visibility Service for Grant-Backed Companies, From Erzurum to Gaziantep
💡 Kısaca: A remote visibility service means the agency producing your grant materials sits in another province while the physical work stays where your project is.

A remote visibility service means the agency producing your grant materials sits in another province while the physical work stays where your project is. Turkey has 26 regional development agencies and each one publishes its own visibility guide. Two sit near opposite corners of the country: Kuzeydoğu Anadolu Kalkınma Ajansı, the Northeast Anatolia Development Agency known as KUDAKA, covers Erzurum, Erzincan and Bayburt from Erzurum, and İpekyolu Kalkınma Ajansı, the Silk Road Development Agency known as İKA, covers Gaziantep, Adıyaman and Kilis from Gaziantep. In both cases the division of labor is identical: the guide is read centrally, the files are produced centrally, the printing happens at a press near you, and the photographs are taken on your own site.

That split is not a compromise. It is the shape the work naturally takes, because only two parts of a visibility obligation are physical, and the rest is document work that travels well. The parts that matter locally are a metal signboard bolted to a wall and a camera standing in front of it. Everything upstream of that is reading, listing, drawing and checking.

Step graphic: read the guide, list the obligations, produce files, print locally, then photograph each item on site.
Four steps, two of them physical and local.
TWO

Two agencies, two guides, one country

Palandöken rises directly south of Erzurum, close enough that the ski runs are visible from Cumhuriyet Caddesi in the city center. Most of the way across the country to the southwest, factory roofs fill the Başpınar organized industrial zone in Gaziantep’s Şehitkamil district. A company in each place can hold a grant from the same national programme and still owe a different signboard.

What a development agency is

A kalkınma ajansı, or development agency, is a regional public body that distributes grant funding inside a defined group of provinces and then monitors how the money is spent. It is not a ministry and not a bank. It writes its own call documents, including the visibility guide your contract points at.

Why the guides differ at all

Each agency drafts its own guide under the same legal frame, the Regulation on Supporting Development Agency Projects and Activities, article 46. The regulation sets the duty to make the funding visible. The measurements, the ratios and the approval steps are each agency’s own choice, which is why two guides can disagree on a signboard without either being wrong.

WHERE

Where the İKA and KUDAKA guides part ways

The two guides agree on the principle and disagree on almost every number. One fixes a single signboard size; the other fixes a ratio and a minimum. One asks for written permission in a narrow case; the other asks you to have everything checked within a month. Read them side by side and the pattern becomes easy to work with.

The comparison in one table

Item İpekyolu (Gaziantep, Adıyaman, Kilis) Kuzeydoğu Anadolu (Erzurum, Erzincan, Bayburt)
Project signboard size 2 m by 1 m, in metal or a similarly durable material At least 1.2 m by 1.6 m, keeping a 3 by 4 ratio
Logo placement Ministry logo on the far left, agency logo on the far right, beneficiary and partners in the center; agency and ministry logos may not be smaller than the beneficiary logo Agency and ministry logos in the top left corner; beneficiary, partners and contractors in the top right corner
Approval and timing Written permission from the Agency Secretary General before guide logos or standard phrases appear on commercial products, services, packaging or promotional material Every visibility material checked for compliance with the responsible expert in the Monitoring and Evaluation Unit within one month of signing; the signboard goes up inside that same month
How long it stays up Signboards and equipment labels kept through the implementation period and the following three years In place from project start until three years after the final payment
Project web page Footer disclaimer with the agency and ministry logos linked to their own sites Kept online and current for at least one year after the project ends
If you get it wrong Guide logos and standard wording may not be used at all without that written permission All or part of the related budget line may be reclaimed if the page is not updated periodically
The two guides agree on the principle and disagree on almost every number.

The one line that overrides this table

Both agencies revise their guides, and a call document can carry its own variation. The binding document is always the visibility guide attached to your own contract, not a comparison table and not a blog post. Treat this one as a map of the terrain and the contract annex as the deed.

STEP

Step one is reading, not designing

A remote service starts with a PDF and a highlighter, never with a layout. Somebody reads the guide end to end and converts it into a numbered obligation list: every item owed, its measurement, its wording, its deadline and its owner. Thirty or forty lines is normal. Nothing gets drawn until that list exists and the beneficiary has agreed with it.

The obligation list is the deliverable

The list is what makes the rest predictable. It names the signboard, the equipment labels, the flags, the backdrop, the web page footer, the press release wording and the disclaimer text, each with the clause it came from. A monitoring visit becomes a walk down that list rather than a search.

A remote service starts with a PDF and a highlighter, never with a layout.

Clause numbers beat memory

Each line carries the guide section it came from. When an agency expert questions a choice, the answer is a clause reference and not a recollection, which is the difference between a two-minute exchange and a two-week one. The same discipline sits behind any honest visibility service deliverables list.

FILES

Files travel, metal does not

Print-ready files are produced wherever the people who can read the guide are. A signboard, a roll-up and a set of equipment labels are vector files with locked measurements, embedded logo files at the required ratios and the standard wording already adapted to the project name. Those files are then handed to a press in your own city.

Why local printing is the cheap part

Shipping a two-meter metal panel across the country costs more than printing it twice. Every province that hosts an organized industrial zone also hosts presses that cut, print and mount metal panels for factory signage, and they quote by the square meter. The agency supplies the file and the specification; the press supplies the panel.

Print-ready files are produced wherever the people who can read the guide are.

What the press needs to receive

Give the press three things and the job goes right the first time: the file at final size, a one-page specification naming the material and the finished dimensions, and a flat proof image showing logo order. Verbal instructions are where logo order usually goes wrong, and logo order is one of the two things an agency checks first.

THE

The photographs are the only part that must happen on site

Documentation closes the loop. Once the signboard is mounted and the labels are on the equipment, somebody stands in front of each item with a phone and photographs it the way a monitoring visit would see it: wide enough to show the location, close enough to read the wording, with the date kept intact in the file.

A shot list, not a photoshoot

The shot list comes straight from the obligation list. One wide frame and one readable close-up per item, plus one frame showing the signboard in its surroundings so the location is self-evident. A warehouse supervisor with a phone does this in an hour.

Keep the originals, not just the pretty ones

Store the unedited files with their original timestamps in one folder per obligation item. Cropped and color-corrected versions are for your own announcements. The archive is what answers a question three years later, which is the horizon both guides work on, as the grant visibility obligation period makes clear.

Common mistake: producing the signboard from a guide found online rather than the annex to your own contract. Two agencies in the same country ask for different sizes and a different logo corner, so a correct panel for Gaziantep can be a wrong panel for Erzurum, and the fix is a reprint at your own cost.

Who still owns the obligation

BU BÖLÜMÜN ÖZETİ

  • Ask for the clause reference in writing
  • Decide early whether this sits inside or outside
  • Keep procurement and visibility in one file

Outsourcing the production never moves the duty. The beneficiary named in the contract remains answerable for the signboard, the labels, the wording and the web page, whoever drew the files. That is worth saying plainly before you hire anyone, because it decides what you should ask a supplier to guarantee.

Ask for the clause reference in writing

A supplier who cannot name the guide section behind a measurement is guessing. Put the obligation list in the scope of work and require a clause reference on every line. Those questions belong in the same conversation as the choosing a marketing agency checks you would run anyway.

Decide early whether this sits inside or outside

A single project with one signboard may not justify bringing the skill in house, while a company running three grants at once usually should. The trade-off is the same one behind any agency vs in house marketing decision, and grant work makes it sharper because the deadlines are contractual.

Keep procurement and visibility in one file

Visibility costs can be an eligible expense when they are shown in the work plan, which means the budget line and the obligation list need to agree from the start. The mechanics of that sit with grant procurement marketing rather than with the design work.

Three files that answer a monitoring question fast.

Start by sending the visibility annex from your own contract and the project start date. That is enough to build the obligation list and the print specification, and it is where a visibility service for a grant-backed project should always begin. The signboard comes last, not first.

SHORT

Short Glossary

Kalkınma ajansı
Kalkınma ajansı is the Turkish term for a regional development agency, a public body that awards and monitors grant funding across a fixed group of provinces.
Obligation list
An obligation list is the numbered inventory of every visibility item a contract requires, with its measurement, wording, deadline and source clause.
Anı tabelası
Anı tabelası is the permanent commemorative plaque left on a restored or newly built structure after the temporary project signboard comes down.
NEXT

Next Step

Pull the visibility annex out of your contract folder and check two things today: the signboard measurement and the date your approval window closes. If either is unclear, the fastest route is a short review that converts the annex into an obligation list before anything is printed. Our grant visibility requirements turkey overview covers what that list normally contains, and the published guides at İpekyolu Kalkınma Ajansı and Kuzeydoğu Anadolu Kalkınma Ajansı are the primary texts.

Sık Sorulan Sorular

Can an agency in another city really handle a development agency project?

Yes, for everything except mounting and photography. Reading the guide, building the obligation list, producing print-ready files and checking wording are document tasks that do not depend on location. The signboard is printed at a press in your province and photographed by someone on your site.

Which guide applies if my project spans two provinces?

The guide of the agency that signed your contract applies, not the guide of the province where a particular activity happens. If the work covers several sites, each site usually needs its own signboard under that same guide. Confirm the count with your monitoring expert before printing.

What happens if the signboard goes up late?

It depends on the agency. KUDAKA’s guide ties the signboard to a one-month window after the contract is signed and expects visibility materials to be checked in that period, so a late panel is a compliance finding during monitoring. Fix it immediately and record the date you corrected it.
