10,000 Specialists, 100,000 Professionals
The state is building two talent pools. One holds ten thousand people, the other a hundred thousand. Türkiye’s AI Action Plan treats expert human capital in two layers: 10,000 advanced AI specialists and 100,000 AI application professionals. A third track runs alongside: a Workforce Transformation Programme aiming to reach at least 100,000 existing employees within 24 months.
The difference between the pools matters. One builds models. The other puts models to work. Most businesses need the second.

Ten thousand specialists: technical depth
This track is for engineers. It targets third and fourth-year students and young working engineers. The programme is modular and project-based. The fields are named: data engineering, model development, application integration, model operations, trustworthy AI. Participants will reach real datasets and compute power through the national data library and the GPU programme.
A hundred thousand professionals: applying it in your own field
This track looks at a far wider audience. Engineers, health workers, lawyers, finance people, farmers, public administrators. The aim is not writing models. It is applying AI solutions in your own work, integrating them into processes, managing them. The programme runs through applied certificates designed with sectors.
The third track: existing employees
The Workforce Transformation Programme has two arms. The first serves employees who will raise their productivity with tools in their current job: short, applied, sector-specific modules. The second is a vocational redirection programme for occupations directly exposed to automation. Its scope is wide: by the end of the plan period, at least one million employees are to be put through a transformation assessment.

One short but important line sits in the plan: businesses will be able to use R&D centre and technopark incentive mechanisms to route their employees into these programmes. So training may be not only free but, for some businesses, subsidised.
University curricula are changing
By the end of 2027 a basic AI course is to run at a minimum of 50 universities. Gradual integration into the core curriculum of all engineering and science faculties is planned. At least 20 micro-credentials will be mapped to the European Credit Transfer System. For an employer this means one thing: the baseline competence of the graduates you hire will rise within a few years.
Specialists will be recruited from abroad
The Global AI Talent Programme targets at least 500 international specialists joining research, startup or teaching activity in Türkiye. An accelerated talent visa, a single digital application screen and long-term residence are on offer. For local businesses, that is another pool to hire from.

But consider the alternative: buying the same capability by hiring pays a salary premium every month. Training is paid once.
