KOSGEB Entrepreneur Support Programme requires 2 trainings, who is exempt from them?
To qualify for Business Setup Support, the KOSGEB Entrepreneur Support Programme requires the Traditional Entrepreneurship Training, and for Business Development Support it requires the Advanced Entrepreneurship Training (KOSGEB Entrepreneur Support Programme Directive, dated 5 October 2026). KOSGEB is Türkiye’s Small and Medium Enterprises Development Organization. Both trainings are free and taken online through KOSGEB e-Akademi. Businesses that meet the definition of a digital company do not need the training for Business Setup Support.
What this means for you: the training is the first thing to finish before you apply. When it is done, an electronic certificate of participation is created and you can see it through e-Devlet, Türkiye’s government services portal. You do not upload it anywhere, because the training name and completion date flow into the application form automatically. The name “Applied Entrepreneurship Training” does not appear in current official texts, so search with the current names.
Which training does the KOSGEB Entrepreneur Support Programme require for each support?
Two supports, two trainings. Under the Directive, the traditional entrepreneur training must be completed for Business Setup Support and the advanced entrepreneur training for Business Development Support. The Directive defines these as the trainings covered by the Entrepreneurship Training Directive.
Traditional Entrepreneurship Training opens the door to Business Setup
According to the e-Akademi description, this training covers how to start and run a business. It is designed for people setting up in traditional sectors and for those who will go on to the Advanced Entrepreneurship Training.
“Applied Entrepreneurship Training” does not appear in current texts
Neither the programme page nor the current Directive uses that name. The trainings are called “Traditional” and “Advanced”. Whether an old record under the earlier name still counts is not clear from official sources, so ask KOSGEB about your case.

How do you take the KOSGEB entrepreneurship training on e-Akademi, step by step?
BU BÖLÜMÜN ÖZETİ
- Step 1: Log in to e-Akademi and pick the right course
- Step 2: Complete the traditional training
- Step 3: Do not skip the satisfaction survey
- Step 4: See the certificate in e-Devlet, do not upload it
The training is online from start to finish and costs nothing. According to the KOSGEB programme page, you take it from the Online Trainings section of kosgeb.gov.tr or at lms.kosgeb.gov.tr. The order is login, traditional training, satisfaction survey, certificate, and then the advanced training if you are aiming for Business Development. The official sources do not state how many hours the training takes.
Step 1: Log in to e-Akademi and pick the right course
The entrepreneurship category lists two courses on the KOSGEB e-Akademi entrepreneurship training page. There is no cost, since the trainings are free. For technical problems, KOSGEB gives the address [email protected].
Step 2: Complete the traditional training
For Business Setup, this training is enough. Under KOSGEB’s 2020 Entrepreneurship Training Procedures, the traditional training must also be completed before you can join the advanced one. Whether that 2020 document is still in force could not be confirmed, so check the order on screen yourself.
Step 3: Do not skip the satisfaction survey
Here is the common mistake: finishing the last lesson and closing the screen. Under the Procedures, the electronic certificate of participation is not created until the satisfaction survey is completed.
Step 4: See the certificate in e-Devlet, do not upload it
The completion date is recorded in the system and the certificate is created electronically; no paper certificate is issued. You access it through e-Devlet. On the Business Setup Application Form, the training name and completion date fill in automatically and no document is uploaded. The remaining application steps are covered in the application articles in our grants and incentives news archive.
Who is exempt from the KOSGEB training requirement, and what does the digital company exemption cover?
The only exemption found in the current Directive belongs to digital companies. Under the Directive, businesses that meet the digital company definition do not need the training for Business Setup Support. For these businesses, the training field on the application form comes up empty. No other exemption list appears in the current official text.
The exemption is not written for Business Development
The exemption in the Directive is tied to Business Setup Support. There is no provision lifting the advanced training requirement for digital companies under Business Development Support. If you are planning both supports, count the training in from the start.

Which founders does the KOSGEB entrepreneurship training requirement affect, and how?
BU BÖLÜMÜN ÖZETİ
- Winner: the online business that fits the digital company definition
- Struggling: the manufacturer aiming for Business Development
- Indirectly affected: the accountant
The effect splits by support and by field of activity. In autumn 2026, a founder setting up a textile workshop in Bursa and a founder selling only online from Istanbul look at the same programme but do not carry the same load. The digital company gains, the manufacturer who has to finish two trainings in a row struggles, and the accountant helping with the application feels it indirectly.
Winner: the online business that fits the digital company definition
This business can apply for Business Setup Support without the training requirement. For a founder opening a marketplace store or selling a service through a platform, the application gets one step shorter. What else young and women founders get under this programme is covered in our article on the extra support for young and women founders.
Struggling: the manufacturer aiming for Business Development
A founder in manufacturing or high technology who wants Business Development Support has to finish the traditional training and then the advanced one. Watching lessons while chasing orders is hard when your day is spent at the workbench. Leaving the training to the final week raises the risk of missing the application period.
Indirectly affected: the accountant
The accountant who helps a founder apply is often the first person to notice an empty training field.
What does KOSGEB’s e-Akademi training mean for a founder’s digital side?
The training is your first digital contact with the application. The e-Akademi account, the certificate in e-Devlet and the automatic field on the form are parts of one data chain.
The training content can feed your digital storefront plan
Knowledge about starting and running a business turns into work once you connect it to decisions on your website, marketplace store and local visibility. Sort your training notes under customer profile, average basket size and sales channel. Those notes become raw material for the business idea text you write later.
Check the electronic certificate before you apply
The certificate lives in e-Devlet, not in a drawer. Its validity period is not stated in official sources. Check the record in e-Devlet again just before you apply.

It targets innovative, medium-high and high technology sectors as well as manufacturing. The course page carries the note “Enrolment with badge”. The Directive does not define the term itself; it refers to the definition of the Ministry of Industry and Technology. A business that sells only online, or delivers its service through a platform, should assess itself against that definition.
Exemption lists and training durations circulating on secondary sites cannot be verified against the current official text. A founder who skips the training on that basis risks being turned away. On exemptions, the only basis is the Directive and KOSGEB’s own pages.
No. According to the KOSGEB programme page, the entrepreneurship trainings are free and taken online through kosgeb.gov.tr or lms.kosgeb.gov.tr.
No. On the Business Setup Application Form, the training name and completion date come from the system automatically; no document is uploaded.
If your business fits the digital company definition, the Directive does not require the training for Business Setup Support. Confirm at the official source whether you fit that definition.
