KOSGEB Business Development Support covers 80% up to 2.25 million TL, which firms qualify?
KOSGEB Business Development Support gives manufacturing, IT and R&D businesses in their first 3 years repayable support for staff, machinery, software and service costs, at a rate of 80% with an upper limit of TL 2,250,000 and a 24 month project period (KOSGEB Entrepreneur Support Programme page and directive, October 2026). KOSGEB is Türkiye’s Small and Medium Enterprises Development Organization. If the entrepreneur is young, a woman, a person with a disability, a veteran or a first-degree relative of a fallen soldier, TL 250,000 is added to the upper limit.
What it means for you: this is not a grant; it is repayable. If your sector is not one of NACE codes C (Manufacturing), 61, 62, 63 or 72, or your business is older than 3 years and has no Teknogirişim Badge, the door is closed. You also need to have completed the advanced entrepreneur training before you apply.
Which costs does KOSGEB Business Development Support cover, and at what rate and limit?
It covers four cost groups: staff, machinery, equipment and moulds, software, and service purchases. According to the programme page, the upper limit is TL 2,250,000, the support rate is 80% and the project period is 24 months. A board sets the cost items and their amounts; the directive sets no per-item minimum.

Is KOSGEB Business Development Support repayable, and what are the eligibility rules?
Yes, according to the programme page Business Development Support is repayable. The repayment plan, meaning the grace period and number of instalments, is not on the programme page or in the directive; periods quoted on secondary websites are unconfirmed. To apply, you need to complete the advanced entrepreneur training, be registered and active in the KOSGEB database and keep your business declaration up to date.
Which KOSGEB module fits whom: Business Startup, Business Development or Interest Support?
For a manufacturing or IT business aged 0-3 years, Business Development Support wins, because it brings four cost groups, from staff to machinery, into one project. For a 0-1 year old business still dealing with platform costs, Business Setup Support is the better fit. For a young or woman entrepreneur whose main need is cash, Interest/Profit Share Support is an option, but it cannot be used at the same time as Business Development Support.
| Criterion | Business Setup Support | Business Development Support | Interest/Profit Share Support |
|---|---|---|---|
| Business age | 0-1 years | 0-3 years (no limit with badge) | Check the programme page |
| Main content | Platform cost 100%, 24 months; performance cost 8 gross minimum wages | 80%, upper limit TL 2,250,000, 24 months | 50% of interest or profit share on a TL 1,000,000 loan, 36 months |
| Structure | Check the programme page | Repayable | Contribution to loan interest |
| Best fit for | Newly founded entrepreneur taking first steps | Manufacturing, IT or R&D firm about to invest | Woman or young entrepreneur with jury score 50+ |

Which businesses gain from KOSGEB Business Development Support, and which are left out?
In autumn 2026, the group that gains is manufacturing workshops, software and data processing firms and R&D companies in their first three years. Service, retail and trading businesses fall outside this module. Technology businesses with a Teknogirişim Badge can apply even after their third year.
What does KOSGEB Business Development Support offer on the digital side for software, marketing and data?
Software costs are a separate item, and service purchases include marketing, design and consultancy. That means digital tools and marketing services can be proposed within a project. Which items are accepted, and for how much, is up to the board.
What should an owner preparing for Business Development Support do this week?
First, check your NACE code and founding date; if either does not fit, check your Teknogirişim Badge status. Second, review your advanced entrepreneur training certificate, your KOSGEB database record and your business declaration. Third, ask KOSGEB in writing for the repayment terms and the 2026 application calendar.

The monthly cap is based on the total employer cost of one month’s gross minimum wage. Under the directive, IT staff get 4 times that amount, graduates of MTAL schools, Türkiye’s vocational and technical high schools, get 3 times, and other staff 2 times. The software developer on your payroll and the dispatcher in your warehouse are not tied to the same ceiling.
New machinery, equipment and moulds are supported. For machines that are not new, the electric motor must be at least efficiency class IE2. Checking the motor label before buying a second-hand machine tool saves you from a later rejection.
Training, consultancy and mentoring, certification, testing and analysis, marketing, design and industrial property rights all sit in this item. For a producer thinking about a patent or design registration, this line matters.
Renovation, furnishing, decoration, vehicles, real estate, land, animals and workplace rent are not supported. Painting the workshop or paying the shop rent cannot go into this budget. Setting that list aside from the start, when you build the project budget, reduces the need for revisions.
The payment terms may be in KOSGEB’s Support Programmes Regulation or in its payment forms. Before writing your project budget, get this information in writing from KOSGEB or the official regulations. Treating a repayable source like a grant means forgetting money that will later come out of your own pocket.
Under the directive, the advanced entrepreneur training under the Entrepreneurship Training Directive must be completed before applying. The directive does not use the phrase “Applied Entrepreneurship Training” for this module. Check in the system whether your older certificate meets this requirement.
Both the board score and the jury score must be at least 50 out of 100. Applications go through the system, and the project application form is filled in via e-Devlet, Türkiye’s e-government portal. After approval, a project can be revised up to 3 times; we set out the steps in our e-Devlet application steps piece.
No. Under the directive, Business Development Interest/Profit Share Support cannot be used at the same time as Business Development Support. When choosing, look at which need is more urgent: machinery and staff, or working capital.
All three sit under the Entrepreneur Support Programme. We explain the programme’s overall structure in our Entrepreneur Support Programme guide. The official text is on KOSGEB’s Entrepreneur Support Programme page.
Its range of cost items and its upper limit match what a growing producer needs. When staff and machinery are planned in one project, capacity growth is tracked in one budget. The price is the repayment burden and a strict sector limit.
Moulds, machine tools and skilled staff can be planned in the same project. For a workshop that has orders but not enough capacity, this is a tool for turning away less work. A producer running near full capacity can write a stronger project backed by real order data.
A monthly cap of 4 times for IT staff matters in budgets where developer salaries weigh most. Businesses with NACE codes 61, 62 and 63 are in scope. The Teknogirişim Badge is also a requirement for the KOSGEB AI Loan.
A shop, café, wholesale trader or service business cannot benefit from this module. Forcing an application because sales are slow gets you nowhere; if the NACE code does not fit from the start, the file is turned away at the door. These businesses need to look at the other modules of the Entrepreneur Support Programme.
Production planning, stock and SKU tracking, accounting integration and quote management software link directly to a growth goal. Writing down which bottleneck the software solves strengthens the reasoning behind your board score. For software with an annual licence, match the licence period to the project period.
Marketing and design both sit within service purchases, so check with KOSGEB which of your planned outputs they can cover. Define the output of these items in measurable terms, such as quote forms, conversion rate or catalogue downloads. A marketing item with no measurement stays blank in the report at the end of the period.
With repayable support, you must be able to see whether the investment turns into revenue. Setting up sales, quote and web traffic data at the start of the project also gives you grounds for revision requests.
List the four cost groups on separate pages and write one sentence on the result each item will produce. Remove unsupported costs from the start. Check the IE2 requirement in any quote for a machine that is not new.
Keep your current business declaration, training certificate, supplier quotes and staffing plan in one folder. In the staffing plan, make clear whether each position falls in the IT, MTAL or other group.
Someone who ties software and marketing items to business goals should plan them; otherwise the item sits in the budget but does no work. We do that planning with businesses through our digital consulting.
According to the KOSGEB programme page, Business Development Support is repayable. The grace period and number of instalments are not on the programme page or in the directive, so confirm them with KOSGEB.
No, this module is only open to businesses in NACE codes C (Manufacturing), 61, 62, 63 and 72. Service and retail businesses should look at the other modules of the Entrepreneur Support Programme.
The general rule is 3 years from founding. Businesses holding a Teknogirişim Badge are exempt from this age requirement.
