KOSGEB Entrepreneur Support Programme offers 3 supports, which one can a new business get?
The KOSGEB Entrepreneur Support Programme bundles three separate supports for newly founded businesses: Business Setup Support, Business Development Support and Business Development Interest/Profit Share Support (KOSGEB programme page, accessed 13 October 2026). KOSGEB is Türkiye’s Small and Medium Enterprises Development Organization. Business Setup Support gives businesses aged 0-1 non-repayable items at a 100% rate over 24 months. Business Development Support opens to businesses aged 0-3 in specific activity codes, with an upper limit of TL 2,250,000, a rate of 80% and repayment.
The third option, the Interest/Profit Share Support, is open only to women and young founders and eases the financing cost of a loan of up to TL 1,000,000. What this means for you: your company’s age, its activity code and your status as a founder decide which door you can walk through. If your business was founded on or after 16 December 2024, you can apply for Business Setup Support until 31 December 2026 without the usual “apply within one year” condition, as long as you meet the other conditions.
Which three supports does the KOSGEB Entrepreneur Support Programme include, and how do they differ?
Each support answers a different need: early running costs, growth investment, or borrowing cost. According to the KOSGEB programme page, the aim is to keep newly founded businesses in strategic priority sectors sustainable. All three share two conditions: the business must be registered and active in the KOSGEB Database and must hold an up-to-date Business Declaration.
Interest/Profit Share Support is only for women and young founders
It goes to businesses whose founder is a woman or young and whose jury score is 50 or above. A young founder is a person who has not turned 35 on the application date. The loan limit is TL 1,000,000 with a 36-month maturity, and the support equals 50% of the interest or profit-share rate, non-repayable. It cannot be combined with Business Development Support.

How does a new business work out which KOSGEB support it can get?
Four filtering steps do the job: company age, activity code, founder status and repayment capacity. Each step opens a door or closes one. For accounting or advisory fees, get your own quotes.
Which businesses does the KOSGEB Entrepreneur Support Programme affect, and how?
The effect splits by activity code and founding date. In autumn 2026, new businesses across Türkiye, from a small manufacturing workshop in Istanbul to a software start-up in Ankara, look at the same programme but cannot reach the same support. The young company on the code list wins; the retail business outside it struggles.
Winner: the manufacturing workshop or software company founded in 2025 or 2026
A business in NACE C or codes 61, 62, 63 or 72 that is younger than three years is the rare profile that can look at all three supports. A workshop investing in moulds, machinery or software can spread the cost over time through the 80% Business Development Support. If the founder is a woman or young, Interest/Profit Share Support opens an alternative route, but the two cannot be taken together.
Indirectly affected: accountants, machinery and software suppliers
The Business Development cost items are machinery-equipment, moulds, software and purchased services. Each of those lands on a supplier’s quote table.

What does KOSGEB’s 31 December 2026 exception give a business founded in 2025?
It gives a second application window. Normally, Business Setup Support carries an “apply within one year” condition. According to the KOSGEB programme page, businesses founded on or after 16 December 2024 can apply until 31 December 2026 without that condition, provided they meet the other conditions.
The exception is written only for Business Setup Support
On the programme page this flexibility is tied to Business Setup Support. Business Development Support is open to businesses aged 0-3 anyway, and Teknogirişim Badge holders face no age condition there.
Support periods are 24 months, loan maturity is 36 months
Business Setup Support runs for 24 months, and the Business Development project period is also 24 months. Under Interest/Profit Share Support the loan maturity is 36 months. Lay these next to your lease and machinery financing. Changes to these rules also show up in the grants and incentives news archive where we collect current support announcements.
What does the Entrepreneur Support Programme mean for your website, marketplace sales and software?
The digital side shows up in three places. Platform Costs Support speaks directly to a business that fits the digital company definition. The software and purchased-services items in Business Development Support make room for digital investment.
Software and purchased services open room for digital investment
Software and purchased services are among the Business Development cost items. When you collect quotes, match line names to the Directive’s wording.
The application chain rewards data discipline
The Business Declaration and the database entry depend on each other, and a gap in one blocks the next step. The entrepreneurship trainings are free and online, through the Online Trainings section of kosgeb.gov.tr or at lms.kosgeb.gov.tr. Which training each support requires, and who counts as exempt, is covered in our article on entrepreneurship training and exemptions.

What should a business owner do this week about the KOSGEB Entrepreneur Support Programme?
Do three concrete things this week: verify your records, pin down the right support on one page, and complete the checklist. By Friday you know which support you are applying for and which document is missing.
Wednesday: Founding date, NACE code and status on one page
Write three lines on a single page: founding date, main activity code, founder status. Match them against the four steps above.
Friday: Complete the checklist
The checklist: (1) database entry active, (2) Business Declaration current, (3) founding date inside the window, (4) activity code fits the chosen support, (5) cash plan ready if the support is repayable, (6) training status clear. Matching an investment plan to support items and setting priorities for digital spending is work we do with clients in our digital consulting service.

Sık Sorulan Sorular
Businesses aged 0-1 in KOSGEB-supported sectors get two items at a 100% rate over 24 months. Platform Costs Support pays a business that meets the definition of a digital company an amount equal to its platform registration fee. Performance Costs Support pays an amount equal to eight gross monthly minimum wages to a business whose founder is young, a woman, disabled, a veteran or a first-degree relative of a fallen soldier. Under the programme’s Directive, that payment runs across eight three-month periods, and both items are non-repayable.
This support is open to businesses aged 0-3 in NACE section C (manufacturing) and in codes 61, 62, 63 and 72. Holders of the Teknogirişim Badge are exempt from the age condition. The limit is TL 2,250,000, the rate is 80% and the project period is 24 months.
The eligible items are personnel, machinery-equipment and moulds, software, and purchased services. The programme page defines the support as repayable: money that passes through your till but does not stay there.
Business Setup Support looks at businesses aged 0-1, Business Development Support at businesses aged 0-3. Take the founding date from your official registration and compare it with today’s date. If you were founded on or after 16 December 2024, the exception running until 31 December 2026 applies to Business Setup.
Business Development Support is open only to NACE section C and to codes 61, 62, 63 and 72. If your code is not on the list, this door is closed, so focus on Business Setup Support instead. Confirm it with your accountant.
Young, women, disabled, veteran and first-degree martyr-relative founders get access to Performance Costs Support under Business Setup. For the same groups, TL 250,000 is added to the Business Development limit. Interest/Profit Share Support stays open only to women and young founders. The full order of the application flow is set out in our guide to the KOSGEB application steps.
Here is the common mistake: treating Business Development Support as a grant and building the cash plan around that. The support is repayable, and the details of the repayment schedule are not clear in the text available, so read them in the official documents yourself. A second mistake is trusting old figures that still circulate online; current amounts sit in the Directive dated 5 October 2026.
These businesses are not on the NACE list for Business Development Support. For Business Setup Support they also need to check whether their activity falls within KOSGEB-supported sectors. A shop owner who skips this check before the till starts turning over can lose weeks on an application that does not fit.
The starting point is the founding date, 16 December 2024 or later. The end point is the application date, 31 December 2026.
Platform Costs Support pays a business that fits the digital company definition an amount equal to its platform registration fee, non-repayable. The Directive does not define the term itself; it refers to the definition of the Ministry of Industry and Technology. A marketplace seller or online-only service business should read it at the official source.
Check that you are registered and active in the KOSGEB Database and that your Business Declaration is up to date. These two conditions apply to all three supports.
According to the KOSGEB programme page, businesses founded on or after 16 December 2024 can apply for Business Setup Support until 31 December 2026 without the one-year application condition, provided they meet the other conditions.
No. According to the programme page, Interest/Profit Share Support cannot be received at the same time as Business Development Support, so you have to choose one of them.
Yes. The programme page defines Business Development Support as repayable. Check the details of the repayment plan in the Directive and the related documents.
