Digital company timeline, what happened from April 2026 to KOSGEB’s October update?
Türkiye’s digital company (dijital şirket) scheme has not started yet: between April and October 2026 came an announcement, a legal provision, a programme target and a KOSGEB rule, but the Ministry of Industry and Technology had still not published its definition as of 14 October 2026 (KOSGEB, 12 October 2026). The only provision in force came with Law 7582, published on 4 June 2026. It exempts qualifying companies from TOBB, chamber and exchange fees and dues for up to three years from the date of incorporation, and it too is waiting for the definition.
What this means for you: every step on the timeline is preparation, and none of them gives you a right on its own today. For a founder planning to incorporate, the date that matters is the day the definition appears in the Official Gazette or on the Ministry’s website. TOBB is the Union of Chambers and Commodity Exchanges of Türkiye; KOSGEB is Türkiye’s Small and Medium Enterprises Development Organization.
When did the digital company scheme start, and what is in force today?
As a working scheme, it has not started; only the exemption provision is in force. Article 11 of Law 7582 took effect on the day it was published in the Official Gazette, 4 June 2026. The provision applies to companies set up in line with a definition the Ministry will determine. With no definition, there is also no defined company to apply it to.
The provision is in force, its use depends on the definition
The law’s entry-into-force article sets no separate date for Article 11, so it took effect on publication. To benefit, a company needs founders with incubator entrepreneur status and a fit with the Ministry’s definition. The second condition cannot be met today.
“It started on 4 June” is an incomplete story
Accounts saying the digital company scheme came into force on 4 June do not match the official text. What took effect that day was the dues exemption provision, which depends on the definition. No rule on incorporation, tax incentives or remote setup is in force.

Which digital company steps came between August 2025 and June 2026?
BU BÖLÜMÜN ÖZETİ
- 27 August 2025: the year-end target
- 27 April 2026: Minister Kacır’s announcement
- 21 May and 4 June 2026: adoption and publication of the law
Four steps: a target in August 2025, an announcement in April 2026, the law’s adoption in May 2026 and its publication in June 2026. The first two are intentions, the last two are law. The order shows the concept moving from reports into statute.
27 August 2025: the year-end target
According to the Ministry’s 2025 Institutional Financial Status and Expectations Report, a single-window, fully digital incorporation for technostartups was targeted by the end of the year (Anadolu Agency, AA, 27 August 2025). The target was missed. No new date was given.
27 April 2026: Minister Kacır’s announcement
Minister of Industry and Technology Mehmet Fatih Kacır described remote incorporation this way: “Foreign investors will be able to set up a company fully remotely through passport-based KYC.” He also announced virtual offices, automated accounting, a criteria-based tax exemption, a cost incentive and Terminal Istanbul privileges. The steps were presented as a follow-up to the Tech Visa, which promises work permits in two weeks and more than 5,000 digital professionals in the first year; the criteria were not shared.
21 May and 4 June 2026: adoption and publication of the law
Law 7582 was adopted on 21 May 2026 and published in Official Gazette issue 33270 on 4 June 2026. Its Article 11 added the digital company dues exemption to Law 5746. The scope and conditions are explained item by item in our guide to the three-year exemption from TOBB and chamber dues.
What changed for digital companies in September and October 2026?
BU BÖLÜMÜN ÖZETİ
- 10 September 2026: the Medium-Term Programme target
- 28 September 2026: the model is still debated as a goal
- 5 and 12 October 2026: the KOSGEB Directive and announcement
In September, the Medium-Term Programme put digital companies among its goals. In October, KOSGEB added a digital company component to its support programme. Both still leave the definition as a condition.
10 September 2026: the Medium-Term Programme target
According to AA on 10 September 2026, the 2027-2029 Medium-Term Programme (OVP in Turkish, the government’s three-year economic plan) says the “Digital Company” scheme will be put into practice. AA’s report also mentions a one-stop office target. The programme text itself was not reviewed for this guide, so the AA report is the reference here.
28 September 2026: the model is still debated as a goal
A column by Ertan Barut in the Turkish daily Dünya still treated the digital company as a goal. It proposes MERSİS, Türkiye’s Central Registry System, and the TOBB registry network as a shared backbone, plus a company passport idea. That is an opinion, not an official plan.
5 and 12 October 2026: the KOSGEB Directive and announcement
The new version of the KOSGEB Entrepreneur Support Programme Directive is dated 5 October 2026. KOSGEB’s announcement of 12 October 2026 says Business Setup Support now includes a Platform Costs Support for digital companies and that applications are continuous. The platform registration fee has not been announced.
What does the digital company timeline say about web, data and digital records?
Each step points to company procedures moving onto a screen. Remote identity checks, virtual offices, automated accounting and a one-stop office all face the same way. KOSGEB applications already run through e-Devlet, Türkiye’s e-government gateway.
One-stop office: a single door from incorporation to liquidation
According to AA, the one-stop office in the Medium-Term Programme aims to reduce the administrative load from incorporation to liquidation. Today it is a direction, not a service.
The company’s digital footprint can be prepared now
A trade name, domain, company email and website can all be prepared while the definition is pending. If the registry name and the name in search results do not match, a customer walks away at the door. Whenever the timeline moves, this groundwork is not wasted.
Which founders does the delay in the digital company timeline affect, and how?
BU BÖLÜMÜN ÖZETİ
- A tech team in incubation: registration day on hold
- The foreign founder: an announcement, no legislation
- Accountants and incorporation advisers: the answer lies in the definition
The founder who plans incorporation around the definition feels the delay most. Let’s say a software team in incubation at a technology park in Istanbul in autumn 2026 wants to time its registration day to the definition. Foreign founders and incorporation advisers are waiting for the same date.
A tech team in incubation: registration day on hold
Because the exemption counts from the date of incorporation, registration day is a calendar decision for this team. If the definition is late, the choice is to wait or to incorporate under uncertainty. Even with a ready product, no revenue comes in before registration.
The foreign founder: an announcement, no legislation
Which legislation will govern remote incorporation, and when, has not been explained. A foreign founder who plans to set up a company without travelling to Türkiye cannot use that route today. The step that founder is waiting for is the regulation itself.
Accountants and incorporation advisers: the answer lies in the definition
The request “let’s set it up as a digital company” lands on the adviser’s desk, but without a definition there is nothing to check fit against. Today the official texts give no answer to that question.

Which digital company dates should a founder note this week?
BU BÖLÜMÜN ÖZETİ
- 31 October 2026: the Business Development Support period closes
- Registration day: the start of the exemption clock
- Every week: three sources for the definition
Three dates and one checking routine are enough: the third KOSGEB Business Development Support period closing on 31 October 2026, your registration day, and the day the definition is published. To catch the definition, check the Ministry, KOSGEB and the Official Gazette every week.
31 October 2026: the Business Development Support period closes
The third 2026 application period for Business Development Support runs from 12 to 31 October 2026. If you already run a business, check the eligibility terms on the KOSGEB page and put this date first in your calendar.
Registration day: the start of the exemption clock
