The digital company (dijital şirket) is a scheme Türkiye launched in 2026 to make technology start-ups easier and cheaper to set up. It is in the law and named in KOSGEB support, but the Ministry of Industry and Technology has not yet published its definition. Everyone talks about the digital company, nobody says what to do today
Remote incorporation was announced in April, a dues exemption entered the law in June, the Medium-Term Programme listed it in September and KOSGEB added it to its support in October. The founder's question has not changed: incorporate now, wait for the definition, or prepare which conditions today?

Remote setup announced
Industry and Technology Minister Mehmet Fatih Kacır said foreign founders would be able to set up a company remotely with a passport, with virtual office and automated accounting services.
Written into law
Article 11 of Law No. 7582 granted companies that meet the Ministry's definition and are founded by incubator entrepreneurs an exemption from TOBB/chamber fees and dues for up to three years from incorporation.
Medium-Term Programme
The 2027-2029 Medium-Term Programme included putting the digital company scheme into practice and a one-stop office target.
KOSGEB support
In the renewed Entrepreneur Support Programme, the platform cost component of startup support covers the platform registration fee of digital companies.
The Ministry's definition
The exemption and support become usable once the Ministry of Industry and Technology publishes the definition. As of 14 October 2026 it has not been published.

How should a founder read digital company news?
Sort it into certain, announced and unknown
Certain: the dues exemption published in the Official Gazette and the support component in the KOSGEB programme. Announced: ministerial and programme statements such as remote setup and the tax incentive. Unknown: the definition itself. Put every news item into one of these three boxes.
Do not confuse company type with status
The law does not create the digital company as a new company type; it refers to companies set up and run in line with the definition. A founder who sets up a limited or joint-stock company today has not closed the door.
Prepare independently of the definition
A qualified e-signature, a registered e-mail address (KEP), a MERSİS account, a business plan and KOSGEB registration help whatever the definition says. They are the most productive things to do while waiting.
