Is a 15-minute company from a provider the same as the state’s digital company scheme?
The “sole proprietorship in 15 minutes” promise and the state’s digital company (dijital şirket) scheme are not the same thing. The first is a service that virtual office and online incorporation providers sell today: a sole proprietorship in minutes, a limited liability company or a joint stock company in a day. The second is a public scheme that depends on a definition from the Ministry of Industry and Technology; that definition had not been published as of October 2026 (KOSGEB, 12 October 2026). The only provision in force is the dues exemption in Law No. 7582 of 4 June 2026.
What this means for you: one is a service you buy for money today, the other is a status that will be granted later on conditions. A fast set-up bought from a provider does not make you a digital company; the conditions that company will have to meet when the definition arrives are separate. We gather every heading on both concepts on our digital company page.
What is the 15-minute sole proprietorship promise, and what exactly do providers offer?
BU BÖLÜMÜN ÖZETİ
- Sole proprietorship in 15 minutes, LLC and JSC in a day
- Legal notification address and digital tax certificate
- Packages starting from TL 590 a month
Providers offer three things: fast registration, a legal address and digital paperwork. The speed comes from bundling the incorporation steps through an accountant and MERSİS, Türkiye’s Central Registry System.
Sole proprietorship in 15 minutes, LLC and JSC in a day
Provider pages say a sole proprietorship is set up online in 15 minutes, a limited liability company (LLC) or a joint stock company (JSC) in a day. A sole proprietorship has no notary or capital step, so the time is short.
Legal notification address and digital tax certificate
The real product in the package is the address. The company shows the provider’s address as its legal notification address; the tax certificate is delivered digitally. The e-ledger and e-archive side of a virtual office is covered in our article on virtual office and automated accounting; it is not repeated here.
Packages starting from TL 590 a month
In the sector, virtual office packages start from TL 590 a month; higher tiers add a meeting room, call answering and mail handling. Web design, corporate identity and social media are priced separately on the same pages under the heading “add-on services”.
What is the state’s digital company scheme, and where does it stand in October 2026?
BU BÖLÜMÜN ÖZETİ
- 27 April 2026: two ministers’ announcements
- 4 June 2026: a definition-dependent dues exemption
- 6 September 2026: the one-stop office target
- No definition, no scheme
The public scheme is not a service but a framework: status, exemption and the goal of handling transactions through a single door.
27 April 2026: two ministers’ announcements
Minister of Treasury and Finance Mehmet Şimşek said “incorporation, operations and all transactions will be possible online”. Minister of Industry and Technology Mehmet Fatih Kacır listed virtual offices, automated accounting and a tax exemption up to a certain scale.
4 June 2026: a definition-dependent dues exemption
Article 11 of Law No. 7582 gave companies set up by people with incubator entrepreneur status an exemption of up to three years from TOBB, chamber and exchange dues. The company also has to fit the Ministry’s definition.
6 September 2026: the one-stop office target
The 2027-2029 Medium-Term Programme wrote down the “digital company scheme” and a “one-stop office” as targets. A one-stop office means every transaction from incorporation to liquidation runs through a single door.
No definition, no scheme
The Ministry’s digital company definition had not been published as of October 2026, when this article was updated. Without a definition, no status can be granted, the exemption does not work and no one-stop office opens. The concept as a whole is in our article what is a digital company.

Where is the difference between a provider set-up and the digital company scheme?
The difference is in three places: who grants it, what is granted and what it rests on. The provider sells a service; the state recognises a status. The provider rests on a contract; the state on a law.
Virtual office address: its status as a notification address is an open question
On 18 June 2026, Vircon Legal counted the status of a virtual office as a notification address among the open legal questions. Today, providers offer this address as a legal notification address.
Set-up speed rests on MERSİS on both routes
The provider’s 15 minutes and the online incorporation the state is aiming for both run through MERSİS. Which steps are online today is in our article on setting up with MERSİS, e-signature and KEP. The difference is not in speed, but in what the company is granted after incorporation.
Why is the website listed as an “add-on service” by providers not enough?
On provider pages, web design, corporate identity and social media sit next to the address as add-on services. Yet the company’s customer does not look at the address; they look at the website, the search result and the AI answer.
The address sets up the company, the website brings the customer
A notification address is needed for correspondence with the state. The customer finds the company on its website, on Google and in AI answers. For a newly founded company, the website and content should be planned with the address, not after it.
Domain name and accounts in the company’s name
In add-on packages, whose name the domain name and the social media accounts are opened in is a question rarely asked. The domain name, the server and the accounts should be registered in the company’s own name; that is a decision for incorporation day.

Which founder should choose which route, and will the two routes merge later?
BU BÖLÜMÜN ÖZETİ
- Incorporating today: provider or accountant, both through MERSİS
- A tech start-up in incubation: waiting for the definition can make sense
- The provider’s role once the one-stop office arrives
A founder incorporating today uses the provider route or MERSİS with their accountant; there is no other route. A technology start-up in incubation can wait for the definition for the sake of the exemption.
Incorporating today: provider or accountant, both through MERSİS
A founder setting up a shop, a workshop or a consulting company has no reason to wait for the digital company definition. Incorporation is possible today; the provider package speeds it up, and an accountant does the same job.
A tech start-up in incubation: waiting for the definition can make sense
The dues exemption runs from the date of incorporation and requires incubator entrepreneur status. For a team that meets that condition, timing registration day to the definition is a calendar decision. The wait-or-incorporate debate is in our article wait or incorporate now.
The provider’s role once the one-stop office arrives
If the state gathers all transactions behind one door, the providers’ speed promise may lose its meaning; the address and secretarial service would continue. Proposals in that direction are examined one by one in our article on once-only data and the company passport.
What should a founder check before choosing a provider?
Three questions are enough: what is in the contract, whose name the assets are in, and who will build the company’s digital side.
Watch the definition, do not postpone incorporation
The digital company definition will appear on the Ministry’s website or in the Official Gazette. For a founder who does not meet the incubation condition, that date is no reason to postpone incorporation. A weekly check is enough; the company is set up today and adapted when the status arrives.

Sık Sorulan Sorular
In a provider set-up, the company is incorporated as an ordinary sole proprietorship or capital company; it has no privilege. The digital company scheme promises a dues exemption and conveniences to be announced later. The first is bought today; the second is recognised later if the conditions are met.
How a company with a virtual office address appears on its Google Business Profile and in structured data is a separate topic. The Organization versus LocalBusiness distinction is explained in our article on where a virtual-office company appears on the map.
Unknown. Whether the definition will look at the date of incorporation, the nature of the company or an application, there is no text. It is too early to assume that a company set up with a provider today will be able to apply for the status later, and too early to assume it will not.
The address term, the termination clause, mail and notification delivery and price increases should be in the contract. Check whether the add-on items have a separate contract.
If you buy an address from a provider, plan the digital assets separately. The domain name, the website, content and accounts are not add-ons; they are the company’s visible face. We run the work of building the incorporation plan and the digital side together in our digital transformation management service.
No. The digital company is a status tied to the Ministry’s definition, which has not been published yet. A company set up with a provider is an ordinary sole proprietorship or capital company; a fast set-up grants no status.
Providers offer this address as a legal notification address. On 18 June 2026, Vircon Legal listed this status as an open question in the digital company context; check your contract and the current legislation.
It depends on the scope of the add-on. Registering the domain name and accounts in the company’s name, and the site’s content plan and measurement, need to be planned separately. The address package sets up the company; the website and content bring the customer.
