1,000 SME Vouchers to Be Issued
A thousand vouchers will be handed out. The name is small; the scope is not. Türkiye’s AI Action Plan sets up a voucher programme to carry SMEs from AI experiments to permanent products. The target is specific: at least 1,000 vouchers allocated in the first 12 months, at least half of supported projects moved to field pilots, and at least a third of those turned into permanent products or services.
There are numerical thresholds for pilots too. An average productivity or quality gain of at least 10 percent against the baseline. At most four months from experiment to pilot. At most six months from pilot to product. Successful solutions get spread to at least two institutions within 12 months.
What the Number Says
BU BÖLÜMÜN ÖZETİ
- It covers three stages at once
- Ready-made packages lower the technical barrier
- Success thresholds get defined upfront
Three facts sit inside the voucher.
It covers three stages at once
Preparation and training, experiment and pilot, productisation. All three under one voucher umbrella. The content is concrete too. Software subscriptions, cloud usage, data services, security tests. So the voucher is not a consultancy invoice. It is the cost of a working setup.
Ready-made packages lower the technical barrier
Alongside the voucher come ready solution packages. They include data preparation, model running, monitoring and maintenance. They are designed to be easy to install. The SME declares its need through a digital platform. Programme management runs a pre-assessment. Then it matches the business with a suitable supplier from an accredited pool. So the burden of finding a supplier lifts as well.
Success thresholds get defined upfront
Three things get written at the start of every project. The success threshold, the maintenance plan and the route to public procurement. Standard specifications will be prepared for scalable solutions. That way other institutions can procure the same solution quickly. A voucher is not a one-off grant. It is the beginning of a sales route.
What the Headline Misses
BU BÖLÜMÜN ÖZETİ
- Sector pilot programmes are a separate door
- Support increases stage by stage
- Test grounds are opening
Three details matter.
Sector pilot programmes are a separate door
Beside the voucher sit sectoral pilot programmes. The priority areas are named. Healthcare efficiency, energy optimisation, smart production and quality, geographic information systems. Each programme starts with an open call. It is designed as a multi-stage competition.
Support increases stage by stage
The reward structure has four rungs. Project development support at idea stage. A pilot budget and compute credits at prototype stage. Real-environment access at field trial. A contract and rollout for successful solutions. Each rung eliminates. So entering with a small idea and growing through is possible.
Test grounds are opening
Programmes will be defined with real test grounds. Hospitals, organised industrial zones, energy grids. This is access a small business could never reach alone. You can trial your solution in the field, not in your own office. The difference is large. A solution that fails in the field is useless however well it runs at the desk.
What a Business Should Do
BU BÖLÜMÜN ÖZETİ
- Cost: the voucher covers spending, the hours are yours
- First step: choose which process to try
- Next step: fix your measurement point
This programme is the plan’s closest touch point for SMEs. Preparation takes three steps.
Cost: the voucher covers spending, the hours are yours
The voucher covers software, cloud and service costs. What you pay is staff time. A four-month pilot needs at least one person for a few hours a week. If you cannot free those hours, the voucher will not help either. Check the calendar first, then apply.
First step: choose which process to try
The application starts by declaring your need. If the need is vague, the match will be wrong. Do the process scan beforehand. Three questions suffice: which job repeats, eats time and is measurable? Those three questions are the foundation of the application. The scanning method sits in a separate piece.
Next step: fix your measurement point
The 10-percent productivity threshold will decide whether the project continues. So measure your baseline today. How many hours does this job take now? How many errors appear? Where the before is unknown, the after cannot be measured.
A thousand vouchers means a thousand businesses. To join the queue, a defined process is enough.
