KOSGEB business plan digital section: how is it written, where does the website cost go?
The digital section of a KOSGEB business plan is written as cost items under KOSGEB Business Development Support (İş Geliştirme Desteği): the programme page lists software and service procurement (consulting, marketing, design) among the supported items, and KOSGEB decides which costs are accepted (KOSGEB, 12 October 2026). Website, content and measurement go under these two headings, with numbers and targets. In Business Setup Support (İş Kurma Desteği) the digital section is not a cost item but the description of the business idea. The Ministry of Industry and Technology had not published its digital company (dijital şirket) definition as of October 2026, when this guide was updated.
What this means for you: ‘we will have a website made’ is not a plan. The sector panel looks for numbers, line items and quotes. Write the digital section as five items, each with a delivery definition, and the plan becomes readable. Our digital company page, where we collect every question on the topic, also answers the questions around this section.
What is the digital section of a KOSGEB business plan, where does it go in each support?
BU BÖLÜMÜN ÖZETİ
- In Business Setup Support the digital section is a description, not a cost
- In Business Development Support the digital section is a cost plan
- KOSGEB decides on acceptance, the plan is yours
The Entrepreneur Support Programme has two main supports, and the digital section sits differently in each. Business Setup Support is non-repayable with continuous applications; Business Development Support is repayable, interest-free and runs in periods. The cost plan goes in the second.
In Business Setup Support the digital section is a description, not a cost
Business Setup Support includes a Platform Costs Support for digital companies and, for some founders, a Performance Support up to 8 gross minimum wages. The platform support depends on the Ministry’s definition and its amount is not announced; details are in our guide to KOSGEB platform support. Here website and marketing are sentences on how the business idea will find customers.
In Business Development Support the digital section is a cost plan
Business Development Support goes up to TL 2.25 million at an 80 percent support rate; for young, women, disabled, veteran or martyr’s relative founders the ceiling is TL 2.5 million. Software and service procurement are among the supported costs. Website, content and measurement go under these two headings.
KOSGEB decides on acceptance, the plan is yours
The programme page lists the headings; KOSGEB decides which costs are accepted. So the digital section is written not as ‘items we will get support for’ but as ‘items the business needs to run’. A rejected item does not break the plan; the business stands on its own, independent of the support.
Which heading do website and marketing costs go under?
BU BÖLÜMÜN ÖZETİ
- Software heading: infrastructure, licences and measurement
- Service procurement heading: design, marketing, consulting
- Two common mistakes: counting a computer as a website, writing ‘digital’ on on
Two headings: software and service procurement. Infrastructure, licences and measurement tools sit closer to software; design, content, marketing and consulting closer to service procurement. Writing the same job under both earns no points.
Software heading: infrastructure, licences and measurement
Site infrastructure, server software, structured data plugins and measurement setups go here. Each line states what will be bought and what it is for. Instead of one line saying ‘software’, the items are itemised so the panel sees what each is for.
Service procurement heading: design, marketing, consulting
Under service procurement the programme page lists training, consulting, mentoring, certification, test and analysis, marketing, design and intellectual property. Site design maps to design, the 108 articles and AI SEO work to marketing, the page plan and measurement review to consulting, each on its own line.
Two common mistakes: counting a computer as a website, writing ‘digital’ on one line
The first is to put a computer under machinery and equipment and present it as a website cost; they are separate items. The second is a single line saying ‘digital marketing’ with nothing beneath it. If the panel cannot see what a line stands for, no points. Every line needs a delivery definition.

What are the 5 items of the digital plan, how is each one described?
BU BÖLÜMÜN ÖZETİ
- Domain, hosting and website: written with a delivery definition
- Content and AI SEO: written with numbers and categories
- Accounts and measurement: written with target numbers
Five items: domain and hosting, website, content, accounts, measurement. The order matters; each rests on the one before. Each is written with three facts: what will be bought, what will be delivered, which number will measure it.
Domain, hosting and website: written with a delivery definition
‘A domain registered in the company’s name and one year of hosting’ is a single line. The website line carries page counts: 6 top pages, 12 subpages, 6 categories. Our guide on how to build the website explains the logic of the page plan. The panel wants to see these numbers rather than ‘corporate website’.
Content and AI SEO: written with numbers and categories
The content line is written as ‘108 AI-SEO-ready articles in 6 keyword groups’. The keyword groups match the business’s services and are named in the plan. AI-ready means the articles carry structured data and answer blocks. That turns the marketing line into countable work.
Accounts and measurement: written with target numbers
The accounts line reads 3 social media accounts and WhatsApp Business, each opened in the company’s name. The measurement line covers the GA4 and Search Console setup. The target is written as ‘numbers to track in the first six months’: impressions, clicks, queries, forms. A tracking plan, not a promise of numbers.
What does the sector panel look for in the digital section, how is a measurable plan built?
BU BÖLÜMÜN ÖZETİ
- Scoring: top 1,000 nationwide and top 6 per province
- A measurable plan: impressions, queries, enquiries
- Timeline: a 24-month programme, repayment 12 months after it ends
Evaluation has two stages: the sector panel score, then the jury. By KOSGEB’s announcement, the top 1,000 projects nationwide and top 6 in each province go to the jury; the top 500 and top 3 in each province receive support. The digital section is part of that score.
Scoring: top 1,000 nationwide and top 6 per province
Since the programme began in 2024, TL 6.4 billion has been approved for 4,476 projects. Ranking works nationally and by province at once. In a small province the provincial ranking decides; in a large one the national. The digital section carries the plan’s answer to ‘how will it find customers’.
A measurable plan: impressions, queries, enquiries
A measurable plan puts a tracking number against every item: indexed pages for the site, published articles for content, monthly impressions and queries for measurement. The panel sees trackable numbers, not promises. Reading them starts with the first query and page reports in Search Console.
Timeline: a 24-month programme, repayment 12 months after it ends
The programme runs 24 months; repayment starts 12 months after it ends. Digital items go in the first months: domain and site in month one, the 108 articles in the early months, measurement and review after. A digital item that starts late cannot be measured by the programme’s end.

Which phrases weaken the digital section, what should not be written?
BU BÖLÜMÜN ÖZETİ
- Unmeasured sentences like ‘we will do social media’
- Items without a price or a quote
- Writing the status as if it existed
Three phrases weaken a plan: an unmeasured sentence, an item without a price, and a status written as if it existed. All three signal ‘not calculated’ to the panel. The fix is easy: replace each with a number and a source.
Unmeasured sentences like ‘we will do social media’
Sentences like ‘we will be active on social media’ or ‘we will rank at the top of Google’ cannot be measured. Instead you write the number of accounts, the number of posts and the tracking tool. No promise of rankings or customer numbers is written; if it is, the panel asks for the basis. The plan describes the work to do and the numbers to track.
Items without a price or a quote
Every digital item has an amount and a quote next to it. The quote shows who the item is bought from and with what scope. A single-package quote gathers the five items into one document. An item without an amount is an empty row in the budget table and lowers the score.
Writing the status as if it existed
Do not write ‘we will incorporate as a digital company’; the Ministry’s definition had not been published as of October 2026. Our guide to what a digital company is explains the only provision in force. The right phrase is ‘a company that runs its business through digital channels’ and the assets built for it.
Who writes the digital section, how is the quote attached, what is due by 31 October?
BU BÖLÜMÜN ÖZETİ
- Division of work between founder, agency and accountant
- How the quote and delivery list are attached
- This week: three jobs
The third 2026 application period for Business Development Support runs from 12 to 31 October 2026. The founder writes the digital section, the agency provides the delivery definition and quote, the accountant places it in the budget table. All three look at the same document.
Division of work between founder, agency and accountant
The founder describes the customer and service. The agency prepares the delivery definitions, numbers and quote for the five items. The accountant fits them into the cost headings and the timeline. Our digital company preparation checklist lists the other application conditions.
How the quote and delivery list are attached
The quote shows the five items with numbers on one page: domain and hosting, 6 top and 12 subpages with 6 categories, 108 articles, 3 accounts, measurement. The My Digital Company (Dijital Şirketim Olsun) campaign’s fixed-price package, TL 36,000 + VAT, gives this list in one document. Acceptance depends on KOSGEB’s decision; the plan must stand even without the quote.
This week: three jobs
First, write the five items with their numbers. Second, attach a quote to each. Third, place the digital items in the first months of the 24-month schedule. Building the digital section with the whole business plan is the work of our adaptive business model and business setup consulting service.
