Digital company has two meanings, the Ministry’s status or a business run online?
The phrase “digital company” (dijital şirket) describes two different things today. The first is a status the Ministry of Industry and Technology will define; as of October 2026 it has not been published (KOSGEB, 12 October 2026). The second is a company that runs its business through a domain, a website, content and online accounts; this one can be set up today. The only provision in force is the dues exemption in Law No. 7582 of 4 June 2026, which depends on the definition.
What this means for you: for the first meaning you wait, for the second you do not. On the day the status arrives, a company with its digital side in place unites both meanings. Our digital company page follows this distinction topic by topic.
Why does the phrase digital company describe two different things?
BU BÖLÜMÜN ÖZETİ
- First meaning: the status the Ministry will define
- Second meaning: a company that runs its business over digital networks
- Why the two meanings get mixed up in search results
Because the same two words carry different meanings in a legal text and in a business textbook. The legal text still waits for its definition; the textbook settled it years ago. A founder sees both in search results.
First meaning: the status the Ministry will define
On 27 April 2026, Minister of Treasury and Finance Mehmet Şimşek said “we are introducing a digital company regime,” and Minister Kacır described remote incorporation the same day. Here a digital company is one whose incorporation and procedures run online and which meets the Ministry’s conditions. Those conditions are unpublished, so nobody can apply today.
Second meaning: a company that runs its business over digital networks
In the second sense, a digital company finds its customers on the internet and runs its processes on a screen. A workshop, a shop or a software team can each qualify. The test is not how it was incorporated but where the work happens. It needs not a status but a working set of digital assets.
Why the two meanings get mixed up in search results
A search for “digital company” lists news items, law summaries and incorporation provider pages together. The news describes the status; the provider page sells incorporation. The reader assumes one covers the other. This article separates them; the law side is explained in our guide what is a digital company in Türkiye.
Where does digital company status stand today, and who is waiting?
BU BÖLÜMÜN ÖZETİ
- The only provision in force is the dues exemption
- The lawyers’ open questions
- Who is waiting and who is not
On the status side one provision is in force; the rest is announcements and targets. Those waiting are incubator entrepreneurs, foreign founders and incorporation advisers. This article only shows where those topics sit.
The only provision in force is the dues exemption
Article 11 of Law No. 7582 exempts companies set up by incubator entrepreneurs who fit the definition from dues: TOBB, chamber and exchange fees and dues for up to three years. The provision took effect on 4 June 2026; its application waits for the definition. Details are in our guide to the TOBB and chamber dues exemption.
The lawyers’ open questions
On 18 June 2026, the law firm Vircon Legal listed the open questions: entity type or status; the legal basis for remote identity verification; how a bank account will be opened; whether a virtual office counts as a service address. No secondary legislation is out. The entity-type question is discussed in our guide is a digital company a new legal entity type.
Who is waiting and who is not
The incubation team timing its registration day to the exemption and the foreign founder incorporating remotely are waiting for the definition. A founder in Türkiye starting a business with KOSGEB support has nothing to wait for. That company is set up today, and so is its digital side.

What does digital firm mean, and what does the academic definition say?
BU BÖLÜMÜN ÖZETİ
- Laudon and Laudon’s “digital firm” concept
- The course at Galatasaray University
- Not a status, a way of managing
The second meaning comes from a textbook. Laudon and Laudon’s “digital firm” concept is taught as a university course in Türkiye too. The definition is not about status; it is about how the business is run.
Laudon and Laudon’s “digital firm” concept
Under this concept, a digital firm conducts its relationships with customers, suppliers and employees through digital networks. Core processes flow on a screen; assets are managed digitally. The definition says nothing about legal form, capital or address. It mentions only the environment in which the work is done.
The course at Galatasaray University
Galatasaray University offers course IND459, “Digital Company Management and Business Analytics.” It describes a company whose processes and customer-supplier relationships run over digital networks. So the phrase “digital company” existed in Turkish before the Ministry’s announcement. This meaning is a management style.
Not a status, a way of managing
To become a digital company in the academic sense, you apply to no institution. You register a domain, build a website, publish content, open accounts and measure results. These five jobs move the work onto digital networks. The Ministry’s definition will not change them; it will only add a status on top.
What does it take today to be a company that runs its business online?
BU BÖLÜMÜN ÖZETİ
- Domain name: the one address registered in the company’s name
- Website: a corporate site built for AI and for users
- Content: 108 articles in 6 keyword groups
- Accounts and measurement: 3 accounts, GA4 and Search Console
Four headings are enough: domain name, website, content, and accounts with measurement. The order matters, because each is the ground for the next. Why this order is explained in our guide does a digital company need a website.
Domain name: the one address registered in the company’s name
The domain name is the company’s trade name on the internet. It should be registered in the company’s name, not a founder’s or an intermediary’s. It should match the trade name, since customers and AI read the two as one entity. Domain and one year of hosting come first on the digital side.
Website: a corporate site built for AI and for users
The website is the company’s office, open at every hour. A site built for AI and for users is one both a person and an AI system can read. 6 top-level pages, 12 sub-pages and 6 categories carry it. Structured data introduces the company as an Organization; FAQ blocks answer questions directly.
Content: 108 articles in 6 keyword groups
A site alone is not visible; content makes it so. 108 AI-SEO-ready articles in 6 keyword groups give each customer question its own answer page. AI-ready content answers in the first paragraph and cites its source. The article count fills the categories.
Accounts and measurement: 3 accounts, GA4 and Search Console
3 social media accounts, WhatsApp Business and a Google Business Profile connect the site to the doors where customers stand. All are opened with the company’s corporate e-mail. GA4 and Search Console show where visitors come from and which question brought them. Without measurement, a digital company works blind.

How do the two meanings sit side by side in a KOSGEB application?
BU BÖLÜMÜN ÖZETİ
- Platform Costs Support looks at the status
- Business Development Support lists the digital items
- The founder’s job: keep the digital plan in writing
The Entrepreneur Support Programme KOSGEB renewed on 12 October 2026 shows both meanings on one page. One item looks at the status; another at the digital side. Keeping them apart eases the application.
Platform Costs Support looks at the status
Platform Costs Support within Business Setup Support covers the platform registration fee of digital companies as defined by the Ministry; the amount is unannounced. This item belongs to the first meaning and waits for the definition. Who gets it is explained in our guide to KOSGEB platform fee support.
Business Development Support lists the digital items
KOSGEB Business Development Support (İş Geliştirme Desteği) lists software and service purchases (consulting, marketing, design) among its support items. These belong to the second meaning: website, content and measurement fall under them. KOSGEB decides which expenses are accepted. The third 2026 application period runs 12 to 31 October 2026.
The founder’s job: keep the digital plan in writing
A sector board scores the project; the top 1,000 nationwide go to a jury. A plan with measurable digital lines reads better than one written in prose. Domain, site, 108 articles, accounts and measurement should each have a line. We build this plan with founders in our digital consulting service.
How do the two meanings merge once the status is published?
BU BÖLÜMÜN ÖZETİ
- A ready site adapts to the definition in a day
- The cost of waiting: months of unread pages
- What a founder who starts today does
On the day the definition is out, status and digital firm merge in the same company. Where the digital side is ready, it takes a day; where it is not, it starts from zero.
A ready site adapts to the definition in a day
A site with structured data, an about page and an FAQ block in place is updated when the definition is published. The status is added to the Organization schema and a “digital company” page is opened. A site that does not exist cannot be adapted; it must be built first. What changes is listed in our guide what should change on the website when the definition is published.
The cost of waiting: months of unread pages
Search engines and AI systems read a site over time, not at once. 108 articles published today will have been read for months when the definition appears. A site built that day starts from zero. The founder who waits loses that reading time.
What a founder who starts today does
Incorporates with an accountant and hands the digital side to an agency. Domain, one year of hosting, a website built for AI and for users, 108 articles and 3 accounts come in a single package. Adapte Dijital delivers it turnkey as the “My Digital Company (Dijital Şirketim Olsun)” package for TL 36,000 + VAT. That is how a second-sense digital company is built.
