How many businesses did KOSGEB Business Setup Support reach in 2024 and 2025, and with how much?

The two-year total is 23,400 businesses and TL 470 million. The Entrepreneur Support Programme as a whole passed TL 1.3 billion. The figures come from the Ministry of Industry and Technology’s 2025 Institutional Financial Status and Expectations Report; Bigpara’s DHA-AA report is dated September 2025.

2024: 10,200 businesses, TL 205 million

Business Setup Support is non-repayable and open to continuous applications. In 2024, 10,200 businesses received it and the amount paid was TL 205 million. The support covers setup costs; the report does not break them down.

2025: 13,200 businesses, TL 265 million and 27,364 applications

In 2025 the number of businesses rose to 13,200 and the amount to TL 265 million. Applications over the two years total 27,364. In Business Development Support (İş Geliştirme Desteği), 14,744 applications were received, 2,758 qualified and 992 were paid more than TL 853 million.

What the numbers do not say: the digital side

What is a new company’s first digital mistake, and why does it keep repeating?

The mistake is one sentence: registration is done, business cards are printed, and the website is left for “later”. Later usually turns out to be month six. It comes not from neglect but from the incorporation chain.

3 social media accounts are opened on the corporate e-mail. WhatsApp Business is set up on the company line. GA4 and Search Console are opened on day one; they show which region and which query visitors come from. The Google Business Profile comes last.

What did a support recipient go through online in the first year?

The example below is a composite of cases we have seen; it is not a real person or company. Sector, city and name are deliberately left out. What matters is the order.

Month one: registered, applied, no search result

The founder set up the company, registered in the KOSGEB database and applied for Business Setup Support. Business cards and a sign were ready. A Google search for the trade name returned only the trade registry notice. The domain had not been bought yet; the line was “once the support comes through, we’ll look at it”.

Month six: a template site, a mismatched domain, no measurement

The support arrived. A friend set up a template site package on a domain registered in his own name. The domain did not match the trade name. The site had five pages and no articles. Search Console was never opened; nobody knew who was visiting. The Instagram account sat on the founder’s personal number.

At the end of the first year, founder and friend parted ways. Transferring the domain took weeks. The site was rebuilt in the company’s name, the content written from scratch, and indexing and AI reading started from zero. A job meant for the week of registration was done a year late.

Sectors and ranking: top 1,000, then top 500

The supported sectors are manufacturing, telecommunications, computer programming and consultancy, information services and scientific R&D. By sector committee score, the top 1,000 projects nationwide and the top 6 in each province go to the jury; the top 500 and the top 3 in each province receive support. Since the programme began, TL 6.4 billion has been approved for 4,476 projects.

A measurable plan: Search Console and GA4 data
