Why build the website before the digital company definition, what does waiting cost?

Why build the website before the digital company definition, what does waiting cost?
💡 Kısaca: You should build the website before the definition.

You should build the website before the definition. The Ministry of Industry and Technology had not published its digital company (dijital şirket) definition as of October 2026; the definition will govern incorporation procedures, not your website. On 27 April 2026, Treasury and Finance Minister Mehmet Şimşek said “all procedures will be possible online” (Diken). A domain name, a website and content can be set up today and are read from the day they go live.

What this means for you: waiting for the definition is a legal decision, waiting for the website is a loss of visibility. Our digital company page, where we collect every question on the topic, follows the two calendars separately.

In short: The definition will decide how a company is incorporated, not how a customer finds you. Search engines and AI assistants need time to read a site; for the founder who waits, that clock never starts. The third KOSGEB period closes on 31 October 2026.
WHAT

What does the digital company definition hold up, and why does it not hold up the website?

BU BÖLÜMÜN ÖZETİ

  • The items tied to the definition are legal, the digital items are not
  • A website is not a legal item, it is a customer item
  • The incorporation decision and the digital decision are separate

The definition holds up three things: the TOBB dues exemption, the Platform Costs Support and the conditions for remote incorporation. All three are legal items. No official text ties the domain name, the website, the 108 articles, the accounts or the measurement tools to the definition.

The items tied to the definition are legal, the digital items are not

The dues exemption that came with Law No. 7582 applies to companies whose founders hold incubator entrepreneur status and which fit the Ministry’s definition. KOSGEB’s Platform Costs Support, announced on 12 October 2026, covers the platform registration fee of digital companies as defined by the Ministry; the amount has not been announced. See our guide to the KOSGEB platform registration fee support. Neither item mentions a website, a domain name or content.

The definition holds up three things: the TOBB dues exemption, the Platform Costs Support and the conditions for remote incorporation.

A website is not a legal item, it is a customer item

The law does not ask you for a website. Customers and AI assistants do. Someone who searches your company’s name and finds nothing moves on to a competitor. An AI assistant cannot recommend a company it has not read. Neither reader cares when the definition is published; they look at when your site was.

The incorporation decision and the digital decision are separate

Whether you incorporate before or after the definition depends on your budget and the weight you give the exemption. Our guide wait for the digital company definition or incorporate now works through that choice. Even if you incorporate later, you can prepare the domain name and the website now. After registration, the records are transferred to the company’s name.

WHY

Why does a website need time, and why do search engines and AI not see a new site right away?

BU BÖLÜMÜN ÖZETİ

  • Indexing starts on publication day, and never starts for the founder who waits
  • An AI answer is built from content that has been read
  • Every month of waiting is a clock that starts late

A new site is not visible on the day it goes live. Search engines need time to find, read and match pages with queries; AI assistants build answers from content they have already read. No fixed period applies to everyone; all of them start on publication day.

Indexing starts on publication day, and never starts for the founder who waits

A search engine first crawls a page, then adds it to its index, then tries to show it for queries. Without a site, this chain is never built. The founder who waits starts it from zero on the day the definition appears.

A new site is not visible on the day it goes live.

An AI answer is built from content that has been read

AI assistants describe a company only as far as they have read about it. If the company name, services, region and FAQs are written clearly on the site, they find a place in the answer. Otherwise the assistant describes another company. We explain this in why AI does not recommend a new company.

Every month of waiting is a clock that starts late

The cost of waiting does not show up on an invoice; it builds up as invisibility. If the definition comes out in a month, your site is read a month late; if it comes out in six months, six months late. In that time a competitor keeps being read and builds a habit. A site built early enters definition day with accumulated pages and query data.

WHY

Why should the 108 articles be written early, and what does a content base give a founder?

BU BÖLÜMÜN ÖZETİ

  • Why 6 keyword groups are stronger than a single topic
  • An article published early collects queries early
  • No decision can be made before measurement data builds up

Because an article does its job on the day it is read, not the day it is published. 108 articles in 6 keyword groups give every customer question a page of its own.

Why 6 keyword groups are stronger than a single topic

Customers ask about price, region, process and comparisons separately. The 6 groups cover these families of questions; 18 articles in each group cover the variations. When search engines and AI see many pages on one topic, they start reading the site as a source on it.

Because an article does its job on the day it is read, not the day it is published.

An article published early collects queries early

Which queries an article appears for shows up in Search Console after publication. This data tells you which topic brings customers. When the definition comes out, you hold a query list that has been building for months. The founder who waits has an empty list and picks topics by guesswork.

No decision can be made before measurement data builds up

GA4 and Search Console, set up at delivery, keep records from day one. Decisions about more articles, advertising or e-commerce are made with these numbers. The site and the measurement tools should go live on the same day.

THE

The third KOSGEB Business Development Support period closes on 31 October, what does it have to do with website preparation?

BU BÖLÜMÜN ÖZETİ

  • The application window is narrow, the evaluation is long
  • Digital items in the business plan and KOSGEB’s decision
  • The difference for a founder who applies with a ready site

According to KOSGEB’s announcement of 12 October 2026, the third application period runs from 12 to 31 October 2026. KOSGEB Business Development Support (İş Geliştirme Desteği) goes up to TL 2.25 million, repayable and interest-free, at a rate of 80 percent. Marketing and design are among the service procurement items.

The application window is narrow, the evaluation is long

Applications are ranked by sector board score; the top 1,000 nationwide and the top 6 per province go to the jury, which selects the top 500 and the top 3 per province. If the site is built during the evaluation, the digital side is ready on contract day.

According to KOSGEB’s announcement of 12 October 2026, the third application period runs from 12 to 31 October 2026.

Digital items in the business plan and KOSGEB’s decision

The programme page for Business Development Support lists software and service procurement (consulting, marketing, design) among the support items; KOSGEB decides which expenses are accepted. Our guide to the digital section of the KOSGEB business plan explains how to write website and content costs into the plan.

The difference for a founder who applies with a ready site

A ready site makes the digital section of the business plan concrete: the board sees on screen what is being promised. If the support comes, the budget goes to growth items such as content and advertising. If there is no site, the support is spent first on the site itself, and growth is postponed.

WHAT

What does a founder who waits lose, and why can it not be recovered?

BU BÖLÜMÜN ÖZETİ

  • A domain name goes once
  • Customers and AI learn the competitor
  • A ready site can be adapted to the definition, a missing one cannot

There are three losses: the domain name, customer habit and time. The first goes once, the second settles with a competitor, the third does not come back.

A domain name goes once

The .com and .com.tr domain names that match your trade name may be free today and taken tomorrow. If the domain is not registered in the company’s name, brand consistency is broken from the start. It can be bought before registration and transferred to the company afterwards.

There are three losses: the domain name, customer habit and time.

Customers and AI learn the competitor

A search habit is built by repetition. When a customer sees the same site every time they ask the same question, they trust that site. AI assistants also cite the sources they read most often. While you wait, this habit is written in a competitor’s name. A site built later spends extra content and time to break it.

A ready site can be adapted to the definition, a missing one cannot

When the definition is published, the work on a ready site is small: a few lines in the Organization schema and the about page, one FAQ update. Our guide what should change on the website when the definition is published lists the changes. If there is no site, there is nothing to adapt.

HOW

How do you build a website while waiting for the digital company definition, what should you do this week?

BU BÖLÜMÜN ÖZETİ

  • First the domain name and the plan, then the site
  • Articles, accounts and measurement open together
  • Check the definition every week and the numbers every month

The order has five steps: domain name, website, 108 articles, social media accounts, measurement. The concept as a whole is in our guide what is a digital company in Türkiye; this article covers only the digital side.

First the domain name and the plan, then the site

The domain name is proposed together with the trade name candidate; the domain and one year of hosting are registered in the company’s name. The site is built to work for both AI and users: 6 main pages, 12 subpages, 6 categories. Each main page is a service or a question, each category is a home for the articles.

The order has five steps: domain name, website, 108 articles, social media accounts, measurement.

Articles, accounts and measurement open together

108 AI-SEO-ready articles in 6 keyword groups are published with the site; 3 social media accounts are opened under the corporate e-mail. GA4 and Search Console keep records from day one; structured data, WhatsApp Business and a Google Business Profile are included in the package. We deliver this whole set turnkey in the My Digital Company (Dijital Şirketim Olsun) campaign at a fixed price of TL 36,000 + VAT.

Check the definition every week and the numbers every month

The Ministry of Industry and Technology, KOSGEB and the Official Gazette should be checked once a week. The site’s numbers should be read once a month in Search Console. We run the site plan and the content structure in our website consulting service.

Sık Sorulan Sorular

Does it make sense to build a website before the digital company definition is published?

Yes. The definition regulates incorporation procedures, not websites. Search engines and AI assistants start reading a site from its publication day; the founder who waits loses that time. When the definition comes out, a ready site is updated with a few lines.

Does KOSGEB cover website costs?

The programme page lists software and service procurement (consulting, marketing, design) among the support items; KOSGEB decides which expenses are accepted. The third period closes on 31 October 2026.

Can a domain name be bought before the company is registered?

Yes. A domain name can be bought in an individual’s name and transferred to the company after registration. Choosing it together with the trade name candidate secures brand consistency from the start; a founder who waits can lose the right domain to someone else.
